Regional Traffic Management Center (RTMC) Manager, Florida Department of Transportation (FDOT) D6:
Position summary: The Parsons Corporation is currently seeking a full-time Regional Traffic Management Center (RTMC) Manager to lead maintenance operations in the Miami-Dade, FL area. This position requires performing a variety of tasks related to overseeing and leading a professional staff of up to 30 operators in monitoring regional roadways utilizing ITS devices and SunGuide software to maintain an accurate real-time traffic incident status database and adherence to all applicable federal, state, and local regulations, as well as Parsons policies and procedures.
The candidate must possess the follow experience/qualifications:
Have a two-year college degree A.A. and/or have a High School Diploma (or equivalent) and a minimum five (5) years RTMC experience
Previous People Management experience
Bilingual English-Spanish (read, write, speak) preferred
Experience with Microsoft Office applications - Outlook, Excel, Word, PowerPoint
Excellent written, verbal, and interpersonal communication skills
Dependable, accurate and detail oriented
Have expert knowledge and ability to train existing and new operators:
to utilize integrated software along with radio, voice, data or video communications
to obtain and disseminate relevant information from a variety of resources including CCTV, scanners, field personnel, internet, two-way radio and customers
Ability to solve complex problems, prioritize duties and complete required tasks promptly
Willing and able to provide pleasant customer service experience to all FDOT customers and stakeholders.
Must possess a strong directional sense and have the ability to multitask and/or delegate tasks with operational effectiveness and clarity

Ability to learn new programs and adapt to a new environment quickly
Have expert knowledge of Operations Task Manager (OTM) software.
Have expert knowledge of recent FDOT Central Office initiatives including Wrong Way Diving Countermeasure policies and procedures, Express Lanes monitoring and management and Emergency Management Contra Flow and Hard Shoulder Running (HSR) processes and procedures
Have in-depth experience with FDOT's Statewide ICM implementation of Active Arterial Management and coordination with existing limited access roadway monitoring and mitigation policies and procedures
Shall possess, command and support an entrepreneurial mindset, engaging staff to follow established rules but think 'out of the box' to refine and optimize existing policies and procedures
Responsibilities may include but are not limited to:
Managing and ensuring all RTMC operations, and administrative activities conform to FDOT RTMC SOP (Standard Operating Procedures), ITS (Intelligent Transportation System), IT Network SOGs (Standard Operating Guidelines), and FDOT policies, and requirements.
Developing and implementing training and certification programs as necessary in accordance with position descriptions.
Conducting regular State Law Enforcement Radio System (SLER's) background checks as required by FDOT. Maintain a high level of confidentiality with employee records and information.
Keep the FDOT Security Awareness Policy and Acknowledgement Forms current as required by FDOT IT.
Providing required staff for emergency events and assisting with executing emergency plans.
Developing emergency plans, including hurricane readiness and Continuity of Operations Plan (COOP) for the RTMC.
Developing and maintaining databases used to store information necessary to perform performance measure analyses/queries, and any other RTMC related statistical analyses/queries.
Utilize dynamic pricing software
Manage Express Lane tolling rates
Monitor congestion trends using transportation technology
TOC Performance measurement reporting
Project performance and after-action reviews
Interface with client to provide timely resolutions for all TOC issues
Make certain all employees have the required resources to perform job duties
Act as a back for all positions on the TOC Team to ensure appropriate coverage for all shifts.
Assist in compiling monthly invoices and reports
Support new technologies and new programs instituted by FDOT D6
Coordinating RTMC related activities with the Department's staff and partnering agencies
Coordinating RTMC related activities [including conducting Center-to-Center (C2C) operations/activities/event management] with other divisions of the Department such as Emergency Management, Industrial Safety, etc. and stakeholders
Providing public relation services such as RTMC tours and media calls, media on-site, team building, and local partnering
Monitoring news/weather information, identifying potential weather problems, disseminating as needed through current Department systems, to all publications, as detailed within the RTMC SOP
Displaying news/weather via Department provided equipment
Monitoring and maintaining all D6 RTMC equipment
Utilizing FDOT Standard Dynamic Message Signs (DMS) Messaging Library, and creating, modifying, and displaying messages on the DMS as per the FDOT RTMC SOP and in accordance with Department policy
Retrieving and disseminating information (i.e., Amber Alert, Silver Alert, Law Enforcement Officer (LEO) Alert, etc.) as per RTMC SOP and in accordance with Department policy
Obtaining and disseminating traffic, incident, and roadway related information as per the
Monitoring, contacting, and coordinating with Florida Highway Patrol (FHP), any other law enforcement, Road Rangers (RR) (includes dispatching), Department maintenance, maintenance contractors, and all other partnering agencies to assist or manage incidents [including events requiring/involving Rapid Incident Scene Clearance (RISC)]
Providing ITS IT Network staff to document, evaluate, troubleshoot, and prioritize fiber optic and ITS IT network devices failures of the System, as previously defined, and coordinate repair or regular maintenance activities of the System for the District ITS Local Area Network (LAN) Manager
Documenting and reporting ITS field device failures by RTMC Operations staff for and to the Department
Inputting incident and informational data into the latest SunGuide® (current) software
Providing all required reports as per Agreement, while developing/modifying reports in coordination with the Department. Developing, updating, and maintaining all operations/training manuals throughout the duration of the Agreement. Maintaining up-to-date records pertaining to staff training and certifications
Participate in hiring new staff as needed, complete quarterly and yearly professional development appraisals on staff
Manage team performance, recognition & rewards, professional development, recruitment, and retention in partnership with the Human Resources Team and in conjunction with Parsons policies and practices
Develop and facilitate team training modules and tracking for completion / compliance.
Establish and distribute work hours / schedule for TOC Operators, including tracking of PTO and necessary coverage
Promote a healthy and safe work environment consistent with corporate policies
Participate on behalf of FDOT D6 in Traffic Incident Management Meetings (TIM), Regional Consortium meetings or other events as deemed necessary by FDOT D6 leadership
