T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.
Provides construction management support to field project managers. This may include:
Support to PMs in the development of subcontract construction documents,
Create and maintain a subcontractor collaboration site using Microsoft Share Point,Maintaining RFI, FI, and submittal logs and ensuring documents are complete, accurate, and are processed in a timely manner.
Collaborates with the PMs to ensure safety/risk management plans address theEstablishes and maintains liaison with the engineering staff supporting changes, RFI, and submitals during construction.
Assists the PM in developing reasonable construction schedules,
Monitors construction schedules, and advises PM and subcontract administrator when schedules slip.
Supports field resident engineers with processing timely and accurate daily and weekly construction reports,
Ensures all required submitals have been processed in preparation for closeout.
Audits subcontractor collaboration site prior to close out and confirms site is ready for close out and closes out site with approval of the PM and subcontract administrator.
Supports the PM and subcontract administrator in conjunction with project estimator in developing independent cost and schedule change estimates for construction related changes.
Assists with logistics and tracking of materials and equipment to ensure timely delivery to construction sites.
Position may lead to future development as a Construction Manager or Project Manager
5+ years of experiencein field construction, which could include the following:
Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations.
Recent experience supporting projects exceeding $1M.
Proficient in engineering and construction-related processes, as well as industry practices.
Familiarity with CAD and other PC software packages typically associated with engineering and construction.
Ability to perform in a lead capacity on a project.
4-year degree in an engineering or construction-related field from an accredited institution or equivalentconstruction-related work experience.
Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
