QRC Technologies specializes in RF Test and Measurement products, especially for cellular communications. QRC develops and produces survey tools for cellular communication systems, phone based measurement, stimulation tools, forensic tools, and integrated RF recording and playback equipment.

QRC Technologies was acquired by Parsons in July 2019.
QRC is actively seeking a Contracts Specialist to join our team. The ideal candidate will be responsible for reviewing and preparing contracts defining QRC's terms and conditions. Familiarity with standard concepts, practices, and procedures within the government and commercial contracting field is highly desirable, including extensive experience with FAR, DFARS and other government procurement regulations.
The ability to work very closely with internal and external customers.
Responsible for supporting trade compliance covered by customs and export regulations (e.g., ITAR, EAR, etc.) and other jurisdictions.
Planning, preparing and processing shipping documentation, export licenses, commodity jurisdictions, classifications, valuations and Incoterms may be required.
Strong communications skills.
Excellent organizational and administrative skills.
Attention to details.
Ability to manage to deadlines in a punctual manner
Performs other responsibilities associated with this position as may be appropriate.
Candidate must have experience with commercial contracts and government contracts (Cost Plus, Time and Materials, and Fixed Fee).
5 plus years of workplace experience in government contracts from the private sector perspective.
Experience with Bid and Proposals working both as a Prime and as a Subcontractor.
Understanding of RFQs, delivery orders, modifications, cost/price analysis, and negotiation memorandums.
Understanding and experience with FAR/DFAR and how it pertains to contracts.
Ability to analyze, support, execute and implement Regulatory Compliance requirements.
Understanding and experience with FAR/DFAR and how it pertains to export compliance.
Works with Finance to understand current and potential risk, resolve financial matters related to exporting QRC products/technology.
Strong skills in the use of Microsoft Office tools including Excel, Word and PowerPoint.
Must possess excellent oral and written communication skills.
Ability to work in a team environment as well as independently with minimal supervision.
Ability to manage multiple competing priorities and project deadlines
Monitor compliance by company employees with established procedures. Identify areas of recurrent issues.
An active US government security clearance is a strong plus. Minimally, the candidate must be able to obtain a clearance when sponsored by QRC.
