Working in concert with the California Department of Transportation (Caltrans), we have a position for an Environmental Planner / Construction Liaison who will work essentially as Caltrans staff on a full-time employment basis, for a minimum of eleven months , and will be based in the Caltrans environmental office in Fresno.


  • The Environmental Planner / Construction Liaison will work under the supervision of a Caltrans Senior Transportation Engineer and will perform a variety of complex professional tasks to assist construction, design, and environmental in meeting environmental commitments identified in NEPA/CEQA documents and regulatory permits. Work activities may be in the office or out in the field; occasional travel and overnight stays will be required.

  • Duties will involve, but are not limited to, the following: communicate with environmental staff regarding the construction schedule, milestones and status; assist environmental staff in documenting project site conditions and notifying resource agencies with project statuses and permit required submittals.

  • Assist in problem solving during the project development milestones and during construction; coordinate with environmental planners as needed to identify, track, and assure implementation of all environmental commitments and permit conditions.

  • Maintain project files, including physical files, electronic files, and construction liaison database updates; perform field reviews to assist construction personnel in identifying and implementing environmental commitments and permit conditions.

  • Attend pre-construction meetings with Caltrans construction personnel; establish and maintain interdepartmental working relationships.

  • Initiate other environmental staff involvement, and monitor field work when required; assist environmental staff in performing pre-construction surveys as needed and coordinate establishment of environmentally sensitive areas.

  • Assist in preparing permit application packages and coordinating with resource agencies; review the 30, 60, 90, and 95% constructability review packages to assure all environmental commitments and permit conditions from regulatory agencies are being included and addressed and communicate with environmental and construction personnel to help them understand environmental and construction issues.

  • Coordinate with Caltrans specialists to support and ensure commitments not in the contract are completed at the appropriate time

Additional duties :

  • Other duties may include the following: organize environmental pre-construction meetings on complex environmental commitments prior to construction meeting.

  • Ensure all specialists involved in Environmental Commitment Records (ECRs) are in attendance to ensure commitments are conveyed to the construction staff; communicate/coordinate as needed with Environmental Generalist/Coordinator (EG/C) or specialists (those who hold the primary responsibility for implementing, reporting, and compliance) to assist in monitoring commitment efforts and assist the Resident Engineer (RE) in meeting those commitments.

  • Review construction contract change orders, contractor submittals, and other construction documents; track the completion of environmental commitments, maintaining the ECR; communicate non-compliance issues to construction RE, rectify immediately, and avoid permit violations and/or fines from resource agencies.

  • Work with environmental personnel to conduct post-construction surveys; and complete and process the Certificate of Environmental Compliance (CEC), certifying that the project has met all environmental commitments.


  • Bachelor’s Degree in Environmental Planningor a related field.

  • At least 3 years or more experience in environmental planning is required.

  • One year in the California state service performing environmental planning, analysis, research or evaluation is preferred.

  • A Doctorate Degree in Environmental Planning or Environmental Sciences may be substituted for the three years of required experience; a Master's Degree in Environmental Planning or Environmental Sciences may be substituted for two years of the general experience.)

  • Valid California driver’s license is required.

  • At least one year of transportation and/or linear construction experience is highly desirable.

  • Proficiency in Caltrans project development processes and related issues of various governmental organizations as they relate to environmental planning and methods and techniques of evaluation of environmental impacts is preferred.

  • Experience working with, or preparing reports for, state or federal regulatory agencies is essential.

  • Biology background is highly desirable.

Abilities :

Gather and analyze data and prepare written reports; work effectively with others as an interdisciplinary team member; apply general techniques of insuring participation in the planning process; hike in uneven terrain up to 5 miles per day; ability to work in different weather situations; ability to work well under pressure under tight deadlines; very good communication skills; proficiency in local, state and federal regulations pertaining to endangered species and environmental protection.

Analytical Skills:

Performing increasingly responsible and varied assignments under decreasing degrees of supervision; understanding and applying those aspects of transportation construction regulations, policies, procedures and standards; interpreting maps, site and building plans and specifications, graphs and statistical data; researching, analyzing, and summarizing planning data both manually and with basic computer programs; preparing clear visual displays, such as maps, graphs, and illustrations; making clear and persuasive presentations of ideas; preparing clear, concise reports, correspondence and other written materials.
