Are you an experienced Environmental Planner , with demonstrable experience in NEPA and CEQA regulations and resource agency mitigation and looking for an exciting and rewarding position ? Parsons, an international firm with headquarters in Pasadena, California, is seeking a full-time Environmental Construction Liaison to support Caltrans transportation projects in our Fresno, California location .
Duties and Responsibilities :
Assist Caltrans Construction, Design, and Environmental Divisions in meeting environmental compliance for National Environmental Policy Act/California Environmental Quality Act (NEPA/CEQA ) and obtaining regulatory permits.
Review draft project plans, specifications, and estimates to ensure compliance of environmental commitments and mitigation measures prior to and during construction.
Travel to various project field locations within the Caltrans Central Region for inspections as necessary.
Work with Resident Engineer and specialists to ensure that contract documents meet regulatory compliance for pre-construction efforts and participate in constructability review meetings.
Coordinate with relevant state and federal environmental resources agencies to obtain necessary permits..
Work closely with technical specialists and other parties to understand and help resolve construction-related issues.
Participate in meetings on assigned highway construction projects and provide input on the overall environmental review process.
Help track and monitor progress in the meeting of environmental commitments in such areas as water quality, wetlands, wildlife, archaeological sites, and hazardous waste to achieve permitting and regulatory compliance.
Assist the Caltrans environmental project team as needed.
4-year degree, with an related Environmental Planning or Environmental Engineering course work and a minimum of 3 years of related work experience.
Demonstrated knowledge of NEPA/CEQA and other environmental laws and prior experience working with environmental regulatory agencies is essential
Strong organizational skills including the ability to prioritize, meet deadlines, be responsive to all stakeholders, and maintain consistent attention to details.
Valid California Driver’s License is required
Communicate effectively by phone, in writing (Memoranda), by computer (Email) and in person.
Knowledge of environmental practices and procedures.
Experience working responsibly with resource agencies’ permit applications and conditions.
Knowledge of the construction process and engineering is considered a plus.
Proficiency in using computer equipment and various software packages typically used in environmental planning assignments (e.g., Word, Excel, PRSM).
