Parsons is currently the program manager for the planning, design, procurement and construction of roadway and bridge projects on Guam under a contract with the Guam Department of Public Works.This program, is funded through the United States Department of Transportation Federal Highway Administration (FHWA).The overall goal of the program is to improve the quality and safety of Guam’s roadways. Parsons already has a major presence in Guam and brings 50 years of experience accomplishing projects in Guam, Hawaii, and on many other Pacific islands.
The successful candidate will assist in providing overall program management, design management oversight, construction management oversight, contracts and procurement development for Guam’s transportation projects including a future effort that will be the largest single roadway project ever undertaken on Guam.We like candidates who have a construction management background of road highway projects including APD methods, design experience and environmental permitting.
Help manage on-site field construction activities associated with the completion of a medium-size project. (Typically a project having 250,000 to 2 million construction manhours or a total installed cost of $50 to $100 million.) Applies a comprehensive knowledge of various disciplines to be used during construction, as well as the methods and techniques to be utilized for installation. Incumbent must become thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected. In addition to construction supervision, the incumbent is also responsible for field administration, procurement, and field engineering. Willingness to relocate to construction site locations is expected.
Assistin the overall planning of construction activities to identify criticalmilestones and priorities.
Determinesbudget estimates and staffing requirements for the defined scope andschedule. Ensures that the services of subcontractors and major constructionequipment required by the project will be available at the appropriate time toensure maximum efficiency and productivity.
Establishesassignments for Construction Superintendents for various work areas ofconstruction operations, monitoring progress and recommending corrective actionas necessary.
Conductsperformance evaluations and recommends promotions and salary actions.
Assistin managing the assignment of manpower, materials, and equipment to maximizeefficiency, maintain schedules, and to meet budget goals. Keeps alert topossible problem areas and takes preventative action to ensure that criticalmilestones are met for each phase of the project.
Ensuresthe use of sound construction practices to attain required quality control atthe maximum efficiency and minimum cost.
Preparesperiodic reports summarizing progress of construction activities forhigher-level management and clients.
Ensureseffective implementation of all Company and client policies and procedures,including labor relations policies.
Servesas the primary contact with client representatives, subcontractors, andgovernment representatives for construction-related activities. Maintainsstrong client and community relations.
Performsother responsibilities associated with this position as may be appropriate.
15+ years’ experience inConstruction Management (CM) and/or Design experience with state DOTcustomers and experience with American Association of State and Highwayand Transportation Officials (AASHTO) standards and requirements isrequired.
Ability to quickly obtain aGuam Professional Engineer’s License.
4-year Civil Engineeringdegree.
Excellent written and oralcommunication skills is required.
Prior project managementexperience of managing at least a $10M+ contract is required.
Design build project experienceis a PLUS
Prior experience with PacificAsia transportation or infrastructure projects is a PLUS.

4-year degree in construction-related field (or equivalent construction-related work experience), as well as 15 to 20 years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.
Requires a comprehensive knowledge of construction-related processes, as well as a thorough knowledge of industry practices. Proven leadership and management capability is also required, as well as good written and oral communications skills.
