Job Description:

Spectrum Dominance Growth Director – High Consequence Missions Sector (Hybrid)

Target Market: DoD/IC


Preferred location is the greater Washington DC area.

Position Overview:

Position reports to the VP for Spectrum Dominance Growth. Leads identification, solutions development, and capture of major new business pursuits within Parsons’ High Consequence Missions sector to exceed growth metrics primarily in our Spectrum Dominance market, and related markets as assigned.

The candidate drives win strategy, teaming selection, staffing resource input, past performance, and relevant solutions for new/re-compete opportunities that deliver bespoke RF and Cyber domain solutions to strategic (competition) intelligence collection requirements.

The Business Development Director works in collaboration with the Growth, Engineering, and Senior Leadership teams in the identification, qualification, pursuit & shaping, solutions, and proposal development, winning and follow-through of new business opportunities. Prepares and responds to customer requests including Information, Sources Sought, Evaluation Notices, Final Proposal Requests, contract negotiations, Best And Final Offers, and other proposal clarifications.


  • 15 years diversified experience in EW Business Development. Drives new business opportunity growth pursuits from Identification through to Award.

  • Current Top-Secret Clearance with ability to obtain SCI and Special Accesses

  • STEM degree: Advanced technical degree preferred

  • Demonstrated understanding of the competitive landscape and established relationships in EW/Cyber/Intel acquisition directorates in DoD and the Intelligence Community.

  • Proven track record of successful captures at $50M+ level

  • A thorough understanding of proposal pricing, contract terminology, negotiations with Industry partners to quickly drive Teaming Agreements/sub-contracting

  • Must be willing and able to travel, as required, 10-20%.

  • Keen understanding of the Customer, the Opportunity, the Competition, our Value Proposition, and Resources.

  • Excellent EQ, verbal and written communication, including negotiation skills to communicate capture status and recommendations across internal senior management, customers, and major subcontractors

  • Ability to translate detailed technical information into appropriate executive level briefings and info exchanges. You are comfortable with briefing SVPs, EVPs, and C-Suite leaders.

  • Demonstrates ability to influence, inspire trust and establish & sustain credibility.

  • Able to develop budgets and manage pursuit and bid dollars effectively.

  • Ability to act as a Parsons ambassador to support participation in applicable conferences, exhibits and industry engagements to promote Parsons’ capabilities

Salary Range:

$148,400.00 - $310,000.00
