Parsons is seeking a Basic Analyst to provide program analysis and technical support as part of a six-person team that plans and designs flight and ground tests and cybersecurity activities in support of the generation and maintenance of the Ballistic Missile Defense System (BMDS) Test Baseline. He/she will be a key contributor to the semiannual publication of the Missile Defense Agency (MDA) Integrated Master Test Plan (IMTP), a Record for Congress. He/she will analyze, de-conflict and integrate multiple element-level test baselines across the agency that entail shooters, sensors and C2 across the spectrum of layered kill chains in the BMDS. Furthermore, the candidate will collaborate with each stakeholder/ element that support the BMDS, identifying the necessary test assets and resources required to achieve certified test objectives and to collect test data critical to the assessment of BMDS capability for fielding to the Warfighter. He/she will support all aspects of mission preparation and planning, and will be acknowledged as one of a very few in MDA who is qualified to convey the depth, breadth and scope of the $5B BMDS Test Baseline.

Responsibilities:

* Work closely with MDA, Warfighters, and other BMDS stakeholders across multiple levels to identify, manage, and verify dependencies between element- and system-level test requirements to support fielding of the BMDS based on the IMTP and Approved Test Configurations (ATC).

* Identify, generate and manage schedules, system-under-test configurations and other documentation in support of flight and ground test operations and cybersecurity activities.

* Identify and resolve program and Stakeholder scheduling issues to meet test execution objectives and overall MDA objectives.

* Deliver and maintain multiple project files and databases and perform stakeholder coordination across multi-disciplinary working groups and integrated teams.

* Prepare decision-quality materials such as briefings and supporting documentation (white papers, fact sheets, status reports, progress reports, and information papers) for senior level reviews and milestone decision meetings.

Experience Requirements

  • Self-motivated and team-oriented; possess strong oral and written communication skills, and have the ability to work effectively in a dynamic team environment; be a champion of and explicitly convey the importance of maintaining a stable BMDS Test Baseline.

  • Proficient with Windows-based PC software (e.g. Word, PowerPoint, Excel)

  • Experience in technical writing/review is highly desired

  • Active Secret Clearance
