POSITION OVERVIEW :
Completes a wide variety of difficult estimating activities (individual or as part of a team), including but not limited to, developing estimates in company database estimating software, utilizing estimating tools and equipment, writing estimate narratives, reviewing and updating estimate procedures, supporting estimate database updates with project historical data, leading estimate task teams, and evaluating and rating estimator performance on an assigned project/program. The Estimator at this level independently completes complicated assignments. He/she is viewed as a fully qualified professional with solid experience and technical expertise.
GENERAL JOB DESCRIPTION
Accura Rosser 8a JV, LLC (ARJV) and Parsons Corporation is currently seeking to fill an open cost estimator position in support of NASA at the Marshall Space Flight Center, located near Huntsville, Alabama. An individual in this role will
Gather information from drawings, specifications, proposals, and other documentation
Use gathered data to prepare costs for time, material, and labor estimates for construction projects, products, and/or services
Demonstrate ability and understanding to carry out instructions furnished in written, oral, or drawing/diagram form
Have experience and proficiency in use of construction cost estimating software applications (examples: ICE by MC 2 , NASA standard format 1510/3017/405, and/or similar construction estimating software)
Meet with the NASA customer and others to discuss cost estimates and to resolve cost related issues.
Visit jobsites to gather information on materials needed, labor required, and other factors
Review/check architect-engineer (A/E) cost estimates in various phases of planning and design activities
Generate and submit construction cost estimate reports to the NASA customer
ESSENTIAL KNOWLEDGE, SKILLS, AND/OR ABILITIES
Ability to calculate construction related quantities, such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
Knowledgeable in a variety of construction practices
Able to anticipate how a construction project will generally be accomplished
Capable of identifying difficulties involved with construction work
Able to anticipate and estimate cost impacts due to changes identified during construction phase of projects
Capable of writing summary reports and effectively correspond with office and field personnel
Assist customer with development of Life Cycle Cost Analysis (LCCA) reports
ADDITIONAL KNOWLEDGE, SKILLS, AND/OR ABILITIES PREFERRED
Experience is highly desirable in the estimating of electrical, mechanical, architectural, civil, structural, and building automation materials, labor rates, and time requirements.
Ability to prepare cost estimate reports that include, but are not limited to the following:
Executive summary in a standardized format consistent with estimate type (design engineering, construction or facilities maintenance and repair)
All assumptions and contingencies
Detailed quantity take-off
Market data gathered
Required: Five or more years of combined construction education, construction cost estimating, related construction experience and training
Highly desirable: A bachelor’s degree in engineering, building science, or an equivalent.
Membership in a professional cost estimating organization, such as the American Society of Professional Estimators or Association for the Advancement of Cost Estimating International is a plus.
Professional certifications relating to cost estimating are a plus.
4-year degree in Engineering or Construction Management or related field (or equivalent work experience) and 5-10 years of related work experience involving typical estimating activities. Previous experience using estimating database supported software.
Ability to perform difficult estimating activities typical to the engineering and construction industry is required. In addition, excellent written and verbal communication skills, familiarity with company and project procedures and practices. A familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required. Must have a clear understanding of, and ability to work with, construction contract commercial documents, engineering drawings and specifications, and be qualified to be an estimate team leader.
