Job Description :Provide technical engineering expertise to MDA/FDE leadership to assess technical/engineering issues and aid evaluating technical alternatives. Supports project integration of the various facilities engineering, scheduling, procurement, construction, start-up and on-site aspects of a large, complex construction and integration project in accordance with contractual obligations. Supports management of programming and design and equipment integration of facility projects. Responsible for aspects of the technical excellence of the engineering functions facility projects, including coordination of technical disciplines, oversight of procurement of materials and equipment, design and construction planning assistance. Previous facility project engineering experience is a prerequisite for this position. Travel4-6 weeks a quarter as required.
Supports the development of the scope of the facility engineering work, schedules, and budgets for assigned project elements, and monitors progress to meet schedule and budget requirements.
Identifies and documents changes in scope.
Supports the development ofthe scope of procurement work, schedules, and budgets for technical aspects of the contract and monitors progress. Interfaces with Procurement and
Subcontracts to facilitate procurement coordination with vendors/subcontractors and oversight of equipment installation. May participate in bid analysis to help determine supplier availability and capability.
Reviews work produced to ensure applicability and adherence to facility codes, standards, and procedures and that quality is acceptable.
Works as part of an interdisciplinary technical team on the facility project and supports other technical support groups.
Assists the Government Project Manager in planning, directing, programming, design, construction execution and equipment installation of technical, fiscal, and administrative functions of the facility project. Demonstrates the technical skills and staff hours required for successful completion of the project.
Ensures Government technical criteria and scope are met. Expedites distribution of action items following discussions/meetings with the Program Element, Senior Project Engineer, Project
Manager, Contractors and Subcontractors. Understands the business goals and ensures the project work is completed on time and within budget.
Drafts technical reports and documentation of activity for the Government and project management.
Obtains, analyzes, and circulates technical and contractual information for the facility project.
Drafts and reviews change orders. Notifies project management and other affected personnel of all changes.
Participates as required in decision-making meetings with the Government and project management.
Performs other responsibilities associated with this position as may be appropriate.
Proficiency in Microsoft Office Products
Familiarity with the Missile Defense Agency a plus
4-year degree in Engineering and 10+ years of related facility engineering experience, a broad general facility engineering background, and previous experience in a project-engineering role is required. Civil, Mechanical or Electrical Engineering degree acceptable. Professional registration is a plus. Masters’ Degree in Engineering a plus.
