Job Description:

Parsons is seeking a technical Program Integrator / Acquisition Lead as support to a Government Program Management Office and Program Manager within Missile Defense Agency’s (MDA) Command & Control, Battle Management, and Communication (C2BMC). In this role, you will work on a small team in a dynamic environment executing a critical mission in which every team member is directly responsible for the success of program efforts.

Essential job functions and tasks to be performed in this position include, but are not limited to, the following:

  • Serves as a program advisory lead for critical technical efforts/projects requiring appropriate level of technical and acquisition expertise; provides strategic advice, expertise, and technical guidance to program manager and team

  • Supports management and execution of programs consisting of multiple projects, ensuring overall program is properly coordinated and accomplished with available resources

  • Assists with acquisition planning and contractual documentation development and/or updates; provides technical review and helps establish technical requirements within documentation (to include but not limited to artifacts such as Technical Direction Memorandums, Statement of Work, Determination & Findings, Market Research Assessments, and Technical Evaluations)

  • Integrate across all programmatic activities to include Contracts, Budget/cost, etc.

  • Helps the government assess the programmatic and technical sufficiency of contractor performance, cost, quality, and delivery of program deliverables in support of the mission, to include the review of contractor products and Contract Deliverable Line Items (CDRLs)

  • Monitors financial execution and Earned Value Management data, to include tracking contractor cost, schedule, and scope, to provide leadership with accurate and timely data for decision making to meet program requirements

  • Ensures periodic reviews related to/monitors and tracks program milestones and/or action items; coordinates efforts to ensure actions to meet objectives are effectively established to meet success

  • Drafts, reviews, consolidates, and edits final program documentation, reports, and briefings (e.g. Executive Briefings, Staffer Days, Annual Reports, Status Reports, etc.)

  • Confers with team and engineering staff to ensure understanding, provide advice, and assist with risk/issue resolution and overall program execution

  • Aids in the development of Status Reports and/or Briefings to provide updates in status and performance, major activities, risks, challenges, opportunities, deliverables, and contractor performance to various levels of leadership within and outside of MDA

  • Attends staff meetings, Program Management Reviews, Requirement/Design Reviews, and other relevant program meetings as directed; runs the presentations, as applicable; prepares draft meeting agendas and meeting materials, as applicable, and documents meeting minutes and action items to provide to the team

  • Facilitates team and contractor calendars to effectively schedule PM level meetings; coordinates with leadership when appropriate, establishes teleconference connections

  • Effectively communicates – clearly, concisely, and accurately – both orally and written

  • Performs other duties as assigned

Required Skills:

  • 5+ years of related experience

  • Active TS/SCI clearance and special access program (SAP) eligibility

  • Experience in DoD program/project management position with acquisition/cost, schedule, and performance responsibilities

  • Bachelor's Degree in a technical/scientific or business administration/ management field (or equivalent experience required); MA/MS/ME degree desired

  • Experience working on classified and special access programs

  • Self-starter, thrive in a dynamic environment, and work well with other team members, members of the Senior Executive Service and senior military officers

  • Ability to coordinate with both internal and external organizations to accomplish common goals

  • Ability to solve complex problems and track detailed information individually or as a member of a team

  • Ability to multi-task and respond to quick turn-around requests

  • Proficient in Microsoft Office Programs (Word, Excel, PowerPoint)

  • Excellent verbal and written communication skills

Desired Skills:

  • 8+ years of relevant DoD and/or Industry work experience with SAP and/or SCI

  • Understanding of the Ballistic Missile Defense System (BMDS)

  • Experience and/or familiarity with Earned Value Management System (EVMS)

  • Experience/knowledge of DoD and MDA Acquisition framework, directives, and policies

  • Additional training, education and/or experience in the following areas: Software/Agile Acquisition Management and Configuration Management

Salary Range:

$83,300.00 - $168,700.00
