Parsons is seeking a Systems Engineer to provide systems engineering support to the Ground-Based Interceptor (GBI) Project Office Systems Engineering IPT. Brief technical and programmatic leadership on systems engineering process challenges and recommended solutions. Recommend, develop, coordinate, document, and implement systems engineering technical processes for the GBI Project Office. Develop and revise as needed government Systems Engineering Plans (SEP), Configuration Management Plans (CMP), Data Management Plans (DMP), Risk Management Plans (RMP), and Verification Plans (VP). Facilitate document reviews and implement configuration and/or data management processes as needed to obtain leadership approval. Coordinate systems engineering technical engineering processes with other GMD organizations to ensure alignment and consistency with the GMD Program Office

Responsibilities:

  • Lead the formulation and evaluation of GBI operations concepts and architectures, including GBI functionality, behaviors, and internal and external interactions.

  • Provide feedback and guidance to the Industry team responsible for executing and documenting the architecture

  • As the GBI architecture lead, coordinate changes and improvements to the GBI Operations Concept Document and GBI Architecture Description Document. Maintain understanding of GBI functional, performance, and interface requirements, evaluate changes in operations concepts and architecture to GBI requirements, identify impacts arising from differences between architecture and requirements baseline, and coordinate recommendations for resolving those differences.

  • Propose, evaluate, document, monitor, and brief risks, watch items, and issues relating to the systems engineering processes, operations concepts, and architectures for the GBI Project Office.

  • Create and update risk quad charts and coordinate content with the GBI team members.

  • Brief GBI Project Office technical and programmatic leadership on systems engineering technical challenges, risks, and issues

  • Support the planning and execution of milestone technical reviews (e.g., SRR, PDR, CDR) for the GMD Program and GBI Project Offices relating to the GBI operations concept, architecture, and requirements and interfaces. Review and provide feedback to tailoring of technical review entrance and exit criteria, technical review plan, presentation material, and objective evidence

·Provide GBI Assessment Support to include:

-FMECA/SEECA oversight and support

-Parts assessment support

-Parts Testing

·Provide Risk Analysis support

·Service Life Extension Program formulation and execution support

·Travel to support oversight, meetings, reviews, etc.

Required Skills/Experience:

The ideal candidate will have experience with Ground Based Midcourse Defense (GMD) Systems Engineering and Integration and should have the following experience/skill set:

·Solid understanding and practical experience formulating technical processes (systems engineering, configuration management, data management, and risk management) for large, complex programs

·Practical experience planning and implementing milestone technical reviews for large, complex programs

·Familiarity and understanding of Industry and DOD systems engineering standards such as DOD 5000.02, IEEE 15288, MIL-STD-961, and MIL-HDBK-61

·Knowledge of SysML standard for documenting system architectures

·Ability to use/navigate IBM DOORS requirements database

·Solid technical writing and presentation development capability

·Experience with Microsoft Windows and Microsoft Office products (Word, PowerPoint, Excel, and Outlook)

·Self-starter who can identify challenges, search out solutions, recommend courses of action to leadership, and implement leadership direction

·Strong coordination, organization, oral and written communication skills

·Secret Clearance required

Qualifications:

·Bachelors of Science degree in a science, math or engineering discipline

·12+ years of engineering experience in aerospace/defense industry

·5+ years of experience on GMD Program

·Familiarity with GMD components (GFC, GBI, EKV)
