SENIOR ENVIRONMENTAL PLANNER – INDIANAPOLIS, INDIANA

OPPORTUNITY :

The Senior Environmental Planner works independently or in a group to conduct research for and develop Waters of the U.S/State Reports, wetland and/or stream mitigation design/oversight, all levels of environmental documentation (including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements), and permit applications for transportation projects in Indiana, in accordance with National Environmental Policy Act (NEPA) and federal, state, and local environmental regulations and requirements.

Plans, schedules, conducts, and/or coordinates detailed phases of planning work for a number of large and important projects. Some assignments involve the use of computer software applications.

RESPONSIBILITIES :

  • This position is responsible for conducting waters investigations, including wetland delineations, and preparing Watersof the U.S./State Reports; researching and writing all, or sections of environmental documents; researching and screening alternative project approaches with respect to environmental impacts; and coordinating with clients, agencies and other stakeholders with respect to potential environmental impacts of proposed projects.

  • Prepares and obtains permits from state, local, and federal regulatory agencies.

  • Serves as a recognized expert in field of practice.

  • Provides advice and counsel regarding regulatory compliance issues.

  • Prepares, coordinates, and facilitates public involvement and consensus-building meetings and workshops that are of high interest to the general public.

  • Performs other responsibilities associated with this position, which may include, but are not limited to, conducting other ecological evaluations and preparing the associated reports.

REQUIREMENTS :

  • At minimum, a Bachelor’s Degree in biology, botany, ecology, or a related field. 5-10 years of related work experience. Proven experience in conducting waters investigations (including wetland delineations), including plant identification.

  • Understanding of NEPA a nd all relevant federal, state and local environmental regulations and requirements.

  • Experience in preparing all levels and types of environmental documents and permits.

  • Some travel may be required.

  • Experience with wetland and/or stream mitigation design/oversight a plus.

  • USACE Certified Wetland Delineator or Professional Wetland Scientist certification a plus.

SKILLS/COMPETENCIES :

  • Expert knowledge of waters investigations, wetland delineations, and NEPA and environmental planning, practices and procedures. Proficiency in utilizing PC and various software packages typically used in urban/environmental planning assignments is required. Also requires excellent written and oral communication skills, and a thorough understanding of local statutes and environmental rules and regulations.
