Job Description:

  • Establish RC JCPDI/ PARSONS safety program for the Construction Department based on the RC safety policies and procedures and the RC Construction HSE Manual and participate in the review and approval of Contractors' safety programs/plans.

  • Participates in the review and approval of Contractors' proposed Safety Team including Safety Manager/Officer.

  • Directs the inspection program (by Construction Safety Specialists) of the construction sites and advises SRCMs/RCMs of the inspection dates and times.

  • Schedules and participates in safety audits through review of Contractors' performance and safety records.

  • Organizes, schedules and oversees the training workshops and seminars for Contractors, RC and PARSONS staff.

  • Participates in the investigation of construction accidents whether or not personal injury or damage to property has occurred, and determines root causes/ reasons for the accident and steps to be taken to prevent recurrence and identify near misses.

  • Reviews reports on construction safety violations that are issued to contractors and participates in formulation and approval of corrective action plan.

  • Provides initial safety indoctrination to the contractors' construction and safety managers/officers prior to the start of the work.

  • Identifies and furnishes to the SRCMs/RCMs the applicable safety standards.

  • Prepares, reviews updates generic safety-focused specifications for use by Projects and Engineering in contract documents.

  • Manages the collection and analysis of safety data and provides safety reports to RC/PARSONS Management.

  • Recommends improvements to current safety programs and procedures, and oversees the implementation of approved changes.

  • Leads CD HSE team on their daily duties ensuring implementation of applicable requirements.

  • Responsible for the performance evaluation and the development of the HSE team members.

  • Supports Manager, Construction in assigning HSE training, ensuring that RC CD personnel have the required knowledge to supervise work site activities as per current needs and CD Contracts.

  • Responsible for the on time implementation of HSE updated policies on the Project.

  • Responsible for the GAP analysis between RC and PARSONS policies. Taking necessary actions to ensure that both RC and PARSONS HSE requirements are met.

  1. Experience and Qualifications: List the background experience required for the position, number of years experience, in what fields. Describe the desirable academic background.
  • Bachelor's Degree in HSE, Engineering, Construction Management or related field with 15 years of work-related experience in the field of construction safety with 5 years as HSE Supervisor in construction.

  • Applicant must be certified safety professional, or NEBOSH/OSHA and a member of the American Society of Safety Engineers is preferred.

  • Requires proficiency in the use of computers and software packages related to field.

  • Good Knowledge of Construction and Engineering processes.

  • Must have the ability to perform with minimum supervision and be able to work with a multi-national workforce.

  • Must have excellent writing skill (English) to prepare policies, write procedures, develop checklists and convey concepts and report writing and manage tasks with strong communication background.

  • Strong computer literacy with good knowledge of Microsoft Application including MS Word, MS Excel, MS Access and PowerPoint Presentation.
