Principal Objective:

  • To meet the Urban Planning needs and requirements for the City through managing and maintaining a newly released regulatory based, City wide Master Plan.

  • This position requires the review and assessment of detailed development plans, subdivision and sites development plans and the preparation, up-date and development of planning strategy and policy for the ongoing development and growth of the City.

  • This position retains performance responsibility of SAPL personnel working in support of the department activities, ensuring that work of support staff conforms with department needs and standards.


  • Ability to represent the Department in executive management, departmental and external consultant meetings as necessary.

  • Coordinate with other Departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.

  • Review and approve reports detailing policy updates and other amendments as part of the required amendments to the 2030 Master Plan.

  • Provides expert urban planning advice on development assessment and private sector investment proposals.

  • Manage the development of detailed technical plans, drawings detailing technical layouts and locations of land specific uses and facilities within the City area (Industrial Community), in line with the City’s vision.

  • Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.

  • Actively participate in relevant coordination meetings and provide direction in daily operations to all section and departments staff to manage output and products in accordance with the department objectives.

  • Supervise the allocation of investor proposals in industrial, commercial and residential development areas and zones according to planning regulations and policies.

  • Oversee the production of land-use drawings, technical drawings and zoning maps updates due to changing client and investor’s needs and requirements.

  • Coordinate with various departments in order to promote and deliver the Urban Planning Department Program.

  • Review and approve reports detailing land utilization, land availability and demographic statisticsIn the absence of the Director, support the acting Director until such time as the director resumes his duties.

Qualifications and Experience:

  • Candidate should have a Bachelor’s Degree in Urban Planning or relevant field, preferred

  • Post Graduate or Master’s Degree in Urban Planning, essential

  • Candidate must have 10 – 12 years of relevant experience in the field of urban planning and industrial facilities/cities planning. Some Middle Eastern experience preferred. With a minimum of 3 years of direct urban planning experience in developing assessment processes and planning compliance.

Key Technical Skills:

  • Well rounded experience in Industrial and urban City planning.

  • Specific experience with urban planning development assessment processes and compliance regulation.

  • Experience in planning the infrastructure for industrial and residential cities.

  • Conversant with survey reports, maps, drawings, aerial photography, and other topographical or geologic data to plan projects.

  • Relevant computer proficiency, experience in Adobe InDesign an advantage, Microsoft Packages, and other relevant software (AutoCAD

  • Proficient time management, communication, and interpersonal skills

  • Fluentin English – Spoken and Written.
