Parsons Corporation Manager - Procurement in Jeddah, Saudi Arabia
Job Description:
Parsons is seeking a highly experienced Manager-Procurement to join our team for a large-scale infrastructure construction project. The Procurement Manager will play a pivotal role in overseeing and managing the project procurement process from start to finish. This position will be responsible for the sourcing, negotiating, and securing high-quality materials, equipment, and services needed for the successful completion of the project.
Key Responsibilities:
Develop and implement procurement strategies aligned with project objectives, considering factors such as cost, quality, availability, and supplier reliability.
Identify, evaluate, and select potential suppliers/vendors based on their capabilities, track record, and ability to meet project requirements.
Build and maintain strong relationships with suppliers to ensure timely delivery of goods and services.
Lead negotiations with suppliers to secure favorable terms and conditions, including pricing, payment terms, delivery schedules, and service level agreements.
Oversee the end-to-end procurement process, including requisition, approval, purchase order generation, and receipt of goods/services.
Identify potential risks and develop mitigation strategies to minimize disruptions to the procurement process and proactively address issues related to supplier performance, quality issues, and supply chain disruptions.
Monitor procurement budgets, expenditures, and variances to ensure compliance with project financial targets.
Identify opportunities for cost savings and value optimization.
Prepare regular reports and analysis on procurement performance, including key metrics such as cost savings, supplier performance, and procurement cycle times and use data-driven insights to drive continuous improvement.
Collaborate closely with other departments, such as engineering, construction, finance, and legal, to align procurement activities with project requirements and objectives.
Provide leadership and guidance to the procurement team.
Qualifications:
Bachelor's degree in business administration, supply chain management, engineering, or a related field.
Professional certification (e.g., CSCP, CPSM) is a plus.
Proven experience (15 years) in procurement, sourcing, or supply chain management, preferably in the construction or infrastructure Projects with minimum 5yrs+ experience in GCC (KSA experience ideally).
Strong negotiation skills with a track record of achieving cost savings and favorable terms with suppliers.
Excellent analytical and problem-solving abilities, with the ability to make data-driven decisions.
Familiarity with procurement software/systems (e.g., ERP, e-sourcing platforms) and proficiency in Microsoft Office Suite.
Strong communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels.
Proven leadership experience, including the ability to lead and motivate a team towards common goals.
