Job Description:

The Area Engineering Manager - Infrastructure is responsible for managing a team of Project Engineers, overseeing the management of the design and providing Engineering support during construction, through design consultants and internal design teams. Ensuring that the project requirements are fully understood and communicated, liaising with stakeholders, coordinating with existing infrastructure and other projects in design and construction. Managing cost and schedule of design consultants and ensuring quality meets the required standards. Reports to and receives direction on assigned projects from the Engineering Manager. Frequent interfaces with internal and external stakeholders supervises and coordinates the activities of Project Engineers and other assigned personnel. Works closely with the client's management and team members within an integrated organizational structure.

  • Review and confirm project requirements liaising with stakeholders were required to ensure they are fully understood and communicated to the design team.

  • Obtain and negotiate fee proposals for the design and make a recommendation to the client.

  • Monitor progress of the A/E contractor. Coordinate the review of design drawings , specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by the A/E and construction contractor for all phases of the contract.

  • Plan and schedule work determine the workload and assignments of the group. Provide leadership and direction to the team by outlining methods of approach and indicating critical areas and priorities to meet established deadlines.

  • Supervise and coordinate the activities of Project Engineers and other assigned personnel.

  • Provide input to all projects and programs. Coordinate infrastructure activities with activities of other disciplines.

  • Assist in coordinating the compilation of the technical sections of Requests for Proposals (RFP) for both the design and construction components of assigned projects.

  • Coordinate the development of design specifications, and ensure adequate information is provided for clarity of interpretation of the required scope of works.

  • Participate in the technical evaluation of potential bidders for contracts on assigned projects, and in recommending shortlists of qualified contractors. Coordinate the technical analysis and evaluation of proposals.

  • Participate in final negotiations to determine the final terms of the contract. Assist Project Managers in compiling the technical sections of definitive contracts.

  • Provide requested technical information to the A/E or construction contractor regarding the interpretation of specifications, and other technical guidance as required. Request technical information or clarification of submitted data from A/E construction contractor as required.

  • Manage the process for Technical Queries received during the construction phase to ensure appropriate responses are provided within the required timeframe.

  • Bachelor ' s Degree from a recognized University with major course work in civil engineering, mechanical engineering, or a related field of study .

  • Minimum of 20 years of experience in the design of roads and utility projects for residential, commercial, and industrial master-planned communities, stormwater management, water and wastewater facilities and distribution network and paving plans for urban and rural roads.

  • Design experience related to large scale community or industrial development with emphasis on on-site development, infrastructure, roads, and utilities is desirable.

  • Previous experience of working in the Middle East.

  • Registration in Country of Origin in an Engineering Professional Association equivalent to US PE or UK Chartered Engineer status is preferred.

  • The ability to communicate effectively in spoken and written English is essential.

  • A proven track record of technical and administrative involvement in project & design management.

  • Ability to communicate effectively in both spoken and written English. Knowledge of the Arabic language is a plus.

  • Knowledge of computers and basic software applications such as AutoCAD, Civil 30 , MicroStation, InRoads, HCS, Synchro, SIDRA, VISSIM, MS Office (Word, Excel, PowerPoint). Proficiency in Civil 30 is a plus.

  • BIM experience is desirable.

  • PMP or equivalent is preferred.
