Parsons Corporation Contract Administrator (Saudi National) in Jizan, Saudi Arabia

Job Description:

Based at the Jazan City for Primary & Downstream Industries Development in the South West of Saudi Arabia, Parsons are looking to employ Saudi National Contracts Administrators.

The role is initially based in the Industrial Security and Safety Department, reporting to the Departmental Director.

The role is primarily responsible for all assigned pre-award contract administration functions and provide technical guidance in the Industrial Security and Safety Department, including contract preparation, evaluation, negotiation and award of public works, operations & maintenance, consulting studies, design type contracts. Furthermore, responsible for protecting the Royal Commission and Company interests in all contractual matters and ensuring JCPDI & Government Procurement Laws and policies & procedures are complied with as well as insuring legal and contractual compliance in all contractual matters.

Key activity with this role will include:

  • Carry out the pre-award activities including pre-award schedules, and participates in the pre-award meetings, evaluation and negotiation process,

  • Responsible for the timely preparation of legal and contractual document such as; Request for Proposal (RFP) and other legal or contractual packages are required.

  • Perform all contracting and administrative matters.

  • Review Industrial Security and Safety Work for correctness and policy and procedural compliance.

  • Responsible about applying of all applicable procedures.

  • Reviews submittal to the JCPDI to ensure policy and procedural compliance in contract actions, coordinates with the Industrial Security and Safety.

  • Advises on new and revised policies and procedures and reviews and assists in resolving contract modifications or claims.

  • Recommends changes contract policy and procedures to improve efficiency and advises appropriate Manager on contractual matters.

  • Prepare Notice of Awards.

  • Review the invoices of the contractor / supplier

  • Reviewing the monthly extracts of the contractor supplier and following up on their completion.

  • Performs other duties as assigned by the Section Manager or Director of Industrial Security and Safety Department.

This role is open only to Saudi National applicants. Any applications from other nationalities will not be accepted . In addition to this the qualifications / credential required for the role are:

  • A degree in Business Administration (or other related field) from an accredited college or university.

  • A minimum of 3 years of professional experience in contract administration.

  • Full knowledge of KSA Government contracts and procurement regulations.

  • Fully fluent in both Arabic and English Languages.

  • Attention to detail.

  • Accurate.

  • Computer literate and skilled in the use of: MS Office, (MS Word, MS Excel, MS Power Point).

  • Those with a professional certificate in the field of work are preferred.
