Job Description:

Parsons are recruiting for an Economic Expert for our industrial program in Jazan, you will review the Royal Commission's Jazan City for Primary Downstream Industries Economic Master Plan and to conduct economic research, collect and economic data, monitor economic trends and develop forecasts and to assist with its implementation.

  • This position will manage Contractor’s and undertake critical reviews of the Royal Commission’s JCPDI EconomicPlan and provide the management and oversight of the economic analysis and recommendations towardsdeveloping and implementation a successful primary and downstream industry base for the City.· Manage the Contractor’s which collect, analyze financial, political and socio-economic data.· Analyze market trends and provide oversight to Third Party Contractors in the calculation of future growth in GDP,jobs and revenues.· Able to customize the economic plan and industrial opportunities to assist in maximizing GDP growth, jobs andrevenues by utilizing the industrial area.· Identify competitors and recommend initiatives to provide competitive advantages to JCPDI.· Review the proposed ‘Value Proposition’ and medium to long-range basis of JCPDI.· Provide expert industry-investment guidance, based on the current global, regional and future market industrytrends in primary and downstream industries.· Review potential industrial investors’ proposals for JCPDI and make informed economic recommendationstowards their implementation.· Formulate economic recommendations and policies in response to various economic challenges· Provide advice regarding consultation on different economic relationships with investors and related business.· Develop policy recommendations towards achieving the JCPDI vision in a regional competitive marketplace.· Manage third parties that provide economic analysis of potential primary and downstream cluster opportunities,taking into consideration the Royal Commission’s Master Plan objectives, strategic plan and City phasing plans.· Review and assist in the development of economic objectives for social/community and leadership initiatives.· Coordinate with various stakeholders, tenants and investors in order to obtain the necessary feedback on proposedeconomic plans and initiatives.· Attend conferences, meetings and industry events to promote the Royal Commission and JCPDI, contribute toindustry publications.· The successful applicant will be based in the JCPDI but may be required to travel extensively both within and outside of the Kingdom.

  • A Master’s Degree in Economics or related field, PhD advantageous.· Professional Membership of a recognized Economics related organization preferred.· Minimum 15 years of economic planning-r experience, preferable in the hydrocarbon primary and downstreamindustries.· Strong industrial background.· Consulting background with regional Middle East experience preferred.· Knowledge of Saudi government organizations and current Kingdom level initiatives and policy is preferable.· Expert knowledge and experience in conducting detailed economic studies and preparing reports related toeconomic planning.· Expert knowledge of global and regional economic trends and their application.· Expert knowledge of economic stimulators/incentives etc. as tools to attract and create targeted industries in acompetitive regional context.· Excellent analytical skills and a client focused approach to problem solving· Able to work under minimal supervision, with initiative and proactiveness.· Excellent English and communication skills.· Strong experience in using Microsoft Office and other relevant software.
