Parsons Corporation Environmental Protection & Control Department Manager in Jizan, Saudi Arabia
Job Description:
Parsons is looking for an amazingly talented Environmental Protection & Control Manager​ to join our team! In this role you will be responsible for the effective operation of the Environmental Protection & Control Department for the Royal Commission (RC) of Jazan. The role is responsible for the performance of staff supporting the department activities, and in conformance with department needs.
Reports to the Director, Environmental Protection & Control Department and to the Program Manager. Interfaces frequently with senior management personnel, both Royal Commission and Saudi Arabian Parsons Limited (SAPL) on environmental activities. Supervises all department staff and support functions.
What You'll Be Doing:
Strategy Formulation
Supports department in establishing and implementing department policies, goals, objectives, and procedures.
Develop departmental business plans aligned with RC objectives as directed by the Director.
Assist in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management's vision as stated with the approved Annual Work Plan.
Actively participate and contribute to the department staffing and budget planning.
Monitor costs and resources in day-to-day activities.
Budgeting and Control
Actively participate and contribute to the department staffing and budget planning.
Oversee the effective development and management of subconsultant and other procurement contracts.
Monitor scope, cost, schedule, risk, and resources for departmental requirements and success.
Operational Tasks
Represent the department in meetings as required, including executive management meetings.
Liaise with other RC departments to ensure implementation of department deliverables and initiatives.
Provide direction in daily operations for all sections to manage and support department objectives.
Establish and monitor RC environmental regulations and standards in line with the government’s.
Oversee the management and monitoring of the following environmental areas: Air Quality - meteorological and air quality measurements, stack testing and fugitive emissions. Water Quality - industrial wastewater/cooling water, groundwater, irrigation and drinking water. Industrial Waste - production and disposal operations in the city. Wildlife and marine life preservation.
Oversee environmental laboratories and undertake studies to determine environmental impact of industries.
Review and assist with technical monthly, quarterly, annual, and ad-hoc reports.
Help establish, measure, and report department performance of goals, KPI's, Initiatives and QA/QC.
Educate staff on in disaster recovery, by conducting regular simulations for environmental hazards.
People Management
Oversee staff to achieve success, including any training guidance, plans, or coordination to close skill gaps.
Identify gaps in department capabilities to identify any required roles needed to accomplish RC goals.
Develop job descriptions, coordinate with recruitment and conduct interviews of potential candidates.
Oversee and conduct annual performance evaluations for all staff.
Create an environment where Innovators can successfully contribute value and achieve goals.
Communicate relevant information to subordinates and superiors.
Analyze difficult employee situations using appropriate discretion, HR advice, and respect for the individual.
Related Assignments
Perform any other related duties as required.
What Required Skills You'll Bring:
A Bachelor's degree or equivalent in Chemical or Environmental Engineering, Environmental Science, or a related subject. A postgraduate degree is preferred.
Minimum 15 years post graduate work experience in relevant environmental area.
Minimum 10 years in a managerial/supervisory position.
Proven experience with effectively leading large teams.
Knowledge of OSHA requirements.
Knowledge of United States Environmental Protection Agency Regulations and Rules.
Knowledge of Quality Health, Safety and Environment (HSE) regulations and procedures.
Knowledge of best available techniques (BAT) for environmental control.
Knowledge of safety and environment regulations for the Kingdom of Saudi Arabia.
What Desired Skills You'll Bring:
Computer literate with experience using MS Office (Word, Excel, PowerPoint).
Excellent English communications skills, both verbal and written is a must. Arabic language is a plus.
Must be culturally sensitive and able to work with multi-national workforce as a team player, and possess a strong business professional acumen.
