Strategically located in the South West of Saudi Arabia on the Red Sea Coast, The Jazan City for Primary & Downstream Industries (JCPDI) Program is the creation of a new Economical City which will be a key component of the sustainability and diversity of Saudi Arabia's future economy. Involving all forms of construction and Engineering its a truly amazing program to be a part of with a world class Management Team and endless opportunity for the personnel who are part of this scheme.

As we structure and develop the team heading into 2023 which will be the scheme's most productive year to date we are looking to hire a Project Controls Specialist within the Project Management Department. An integral role - key to the success of the Department and its challenges.

With a strong Cost Planning background the Principal Objective of this role is to develop, establish and maintains all aspects of the cost control effort including Earned Value Management (EVM), Contract Formation Reports (CFR), Work Breakdown Structure (WBS) and / or the planning / scheduling effort on this large, complex and demanding Program.

The role will be key in monitoring the program's progress, status, changes, and impacts, enabling effective schedule control and change management. Integrate projects scope and EPC phases with a level of details sufficient project management roadmap utilizing the Capital Path Method (CPM) Incumbent utilizes his board experience, expertise, and exposure to various types of company projects and clients.

The role will report to the Project Controls Manager and will closely monitor works with Principal Schedulers and Contractors whilst forming close interface and relationships with clients, Project Management, Engineers and Technical Planning.

Key activities in this role will include:

  • Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems.

  • Interfaces with clients, attend regular meetings and provide statistical reports.

  • Provides project and company management with the necessary tools for project cost control.

  • May lead in the:

  • Development of the work breakdown structure, interfacing with all affect departments.

  • Analysis, evaluation, forecast, and reporting of schedule status against an established baseline.

  • Analysis, evaluation, and forecast project costs and performance.

  • Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.

  • Accumulates and assesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.

  • Assess the impact(s) of design / construction changes and schedule slippages.

  • Develops or maintains an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.

  • Customize project control systems to meet specific project requirements.

Due to the current team dynamic and with a close view on specific challenges that lay ahead, any applicants for this role must possess the experience, credentials and qualifications below:

  • Bachelor’s Degree in Engineering / Construction Management / Commercial related fields OBTAINED FROM A RECOGNIZED WESTERN UNIVERSITY .

  • 10 years of post-graduate / professional experience in Cost Planning & Controls

  • Fully IT literate with the required exposure and familiarity with project control, cost and scheduling software such as Microsoft Projects, Primavera (Oracle’s Project Management Application), or similar.

  • English Language fluency

  • Diverse, multi-cultural experience of working in foreign countries, especially in the Middle East.
