T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Serves as a Civil Engineer supporting the T4 program in the Central Service Area - Kansas City, KS office. The ideal candidate will possess 15+ years of experience and knowledge in the following:

Attends site surveys in support of design and develop site survey reports including the evaluation of existing conditions and recommendations for the design based on the conditions, codes, and the Client design criteria. Creates and reviews design drawings and specifications for the alteration, modernization, or expansion of FAA facilities. These designs are for aviation communication and/or radar surveillance facilities such as RCAG, RTR, ASR, ARSR, and other FAA facilities. These may include structural design applications as well as civil design applications. Reviews technical submittals for specification, drawing and code compliance. Prepares construction bid documents to include specifications and participates in Proposal Evaluations for construction contracts to qualified construction subcontractors. Provides periodic on-site inspection of construction work.

Provides engineering and construction management support during construction including responses to requests for information, development of independent estimates for potential change orders, and submittal review to ensure compliance with design documents. Evaluates field problems and recommends solutions. Oversees Resident Engineers and helps to resolve technical and construction related issues. Coordinates project requirements with FAA, airport, and land owner stakeholders.

Develops and writes Work Release Plans and works with other engineers, estimators, and procurement to develop accurate cost estimates and project schedules for assigned projects. Manages construction projects and ensures compliance with all related policies and procedures.

Implements TSSC Safety and Quality programs into design work. Ensures adherence with FAA Operations Risk Management (ORM) principals and coordinates with project stakeholders appropriately.

Some travel in the Central Service Area (ND, SD, MN, WI, MI, OH, IN, IL, IA, NE, MO, KS, AR, OK, NM, TX, LA) of the US for site surveys, inspections, and meetings.

Qualifications:

  1. Degreed Civil engineer from an ABET accredited program with 10-15 years of experience after graduation. NCEES or other third party validation of ABET equivalancy may be acceptable.

  2. Professional Engineer (PE) Licensing by exam is preferred.

  3. Ability to read and understand geotechnical investigations and apply geotechnical recommendations by others to the design of site plots, parking lots, access roads, and other civil structures and appurtenances.

  4. Experience using structural analysis software such as TNX Tower or equivalent is preferred.

  5. Computer Aided Design using Mictostation© experience is preferred.

  6. Federal Government experience is preferred.

  7. Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.

  8. Experience with creating and managing construction project costs and budgets.

  9. Experience with creating and managing construction project schedules to ensure on time delivery.

  10. Must be able to travel for up to one week at a time as a typical duration.
