Job Description:

Parsons is seeking candidates for many different types of positions, to support the Air Operations Center (AOC) Services program in the (Hampton, VA) Langley AFB, VA location. The AOC WS provides the Combined/Joint Forces Air Component Commander (C/JFACC), Airspace Control Authority (ACA), and Area Air Defense Commander (AADC) with the capabilities to develop and execute the strategy, plans, and Command and Control (C2) processes to successfully employ theater-wide air, space, and cyber forces to achieve desired effects in support of a Joint Force Commander’s (JFC’s) campaign objectives. These positions are contingent upon award. * These positions are based on Contract Award.

Network and Computer Systems Administrators Jr./Mid/Sr. Levels

  • To organize, install, and support Government organization's computer systems, including local area networks (LANs), wide area networks (WANs), network segments, intranets, and other data communication systems. This will also include helping architect, design and analyze network models. It will require participation in decisions about buying future hardware or software to upgrade an organization's infrastructure.

  • This position might be called upon to provide technical support to computer users to help solve users' problems.

  • This position will support activities at Combined Air Operations Centers (CAOCs) located in various CONUS and OCONUS Air Force locations throughout the world.

  • (Mid 6+ and 8+) (Sr. 10+) years related System Admin Experience

  • Bachelor's degree in a related area or 4 years equivalent experience

  • Experience working as a systems administrator on Air Force and/or DoD information systems (Highly preferred: 3+ years experience working as a systems administrator on Air Force Air Operations Center (AOC) weapon systems)

Configuration Management Specialist Jr. and Mid. Levels

  • Provide Configuration Management, Quality Assurance, Program/Project, Requirements Analysis, Risk Management, and Software Engineering support services in accordance with the program’s Configuration Management Plan, AF SEAM Configuration Management processes, program development/sustainment contracts, and PMO practices.

  • Support activities will range across the CM, QA, RM, and SE activities outlined for the effort.

  • Must have progressive experience in managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits to enable Government ownership of the program technical baseline.

Computer User Support Specialist

  • The Computer User Support Specialist will provide Tier 2 Help Desk support to computer and network users.

  • Ensure maximum issue resolution in minimum time to meet Service Level Agreements

  • Assist users with computer hardware and/or software applications (e.g. website access, email setup, troubleshooting, etc.)

  • Provide in-depth applications knowledge of AOC Weapon System and other applications, services and/or systems

  • Minimum 6 years in a Help Desk environment

Cyber Security Engineer Mid (TS/SCI Clearance) and Sr. Level (Secret Clearance)

  • The System Cybersecurity must ensure that all system and application deliverables meet the requirements of all DoD and Air Force Cybersecurity policies as identified in the following paragraphs.

  • At the initiation of the period of performance and throughout the period of performance of the contract, the Contractor shall ensure that, as a minimum, 100% of the total labor provided to deliver cybersecurity services are certified in accordance with DoD 8570.01-M standards. (CDRL A001).

  • The Contractor shall ensure that all system deliverables comply with DoD and Air Force cybersecurity policy, specifically DoDI 8500.01, Cybersecurity, and AFI 33-200, Air Force Cybersecurity Program Management

  • Degree in Cybersecurity, Information Systems, Computer Engineering or related field, or equivalent experience

  • (Mid 8+) (Sr. 10+) years experience with cybersecurity, information assurance, and certification and accreditation including at least 5 years in a DoD environment.

Information Security Analyst Jr./Mid/Sr. levels

  • Safeguarding of data and information, focused on the tenets of security that include Confidentiality, Integrity and Availability

  • Provide comprehensive support to protect and defend networks and all attached systems by validating configurations and ensuring regulatory compliance with DoD and Air Force directives

Software Automation Test Engineer Mid and Sr. Levels

  • The Automation Test Engineer finds solutions for automation problems and develops corresponding scripts. This involves identifying test cases for automation, creating automation test plans, and configuring environments.

  • Transform testing into a continuous and efficient end-to-end quality engineering function through the use of quality processes, tools and methodologies significantly improving control, accuracy and integrity.

  • Evolve more predictive and intelligent testing approaches based on automation and innovative testing products and solutions.

Software Engineer Jr./Mid/Sr. Levels

  • Software Engineers gather user requirements, define system functionality and write code in various languages, like Python, Java, C++, or JavaScript.

  • The ideal candidate is familiar with the software development life cycle (SDLC) from preliminary system analysis to tests and deployment.

  • Research design, and develop computer and network software or specialized utility programs.

  • Analyze user needs and develop software solutions, applying principles and techniques of computer science, engineering, and mathematical analysis. Update software or enhance existing software capabilities.

  • May work with computer hardware engineers to integrate hardware and software systems, develop specifications, and performance requirements.

  • (Jr.2+) (Mid 6+) (Sr. 8+) years of software development experience using multiple languages (C++, Java, C#)

  • Bachelor's Degree from an accredited college or university. BS or BA degree in Computer Science, Information Systems/Technology, Engineering, Business, or Mathematics - An Associate's Degree plus 1 years additional relevant experience, or 2 years additional experience performing work related to the labor category functional description, may be substituted for a Bachelor's Degree.

Radio Voice/Comms Engineering SME

  • Process electromagnetic spectrum frequency requests.

  • Provide advice to the Network Manager with regard to RF network engineering, satellite communications, and communications network operations support.

  • Assist the Network Manager in designing a tactical radio and mission command system (Nett Warrior, JBC-P) network and program radios.

  • Candidate leads the design, modification, and installation actions of the ad hoc RF network infrastructure.

  • Integrate Government furnished and prototype radio and mission command systems into existing network infrastructure.

  • Troubleshoot radio networks to diagnose and repair system and equipment issues ensuring reliable voice and data transport.

Srum Master

The Scrum Master shall be familiar with Agile Scrum, SAFe implementations and Program Increment Planning. The Scrum Master must have the charisma and leadership abilities to guide teams in the following of processes and capturing valuable metrics. In addition, the candidate must be efficient, with little direction, in removing obstacles and impediments, ensuring that features are delivered on time. The candidate will help remove obstacles and foster an environment for high-performing team dynamics, continuous flow, and relentless improvement to create value for the customer. The Scrum Master will also possess effective communication skills to interact with various stakeholders internal and external to the organization.

  • Bachelor’s Degree in Computer Science, IT management, or a related IT field

  • 8+ years of experience as a Scrum Master (Agile Scrum, SAFe)

The Global Command & Control System (GCCS) SME shall provide extensive technical knowledge of GCCS software and how it is integrated into the Combined Air Operations Center (CAOC). They shall be familiar with GCCS and interfacing components.

  • 10+ years of experience with Air Force Information Technology (IT), Operations Specialist or other experience with the Global Command & Control System.

  • 6+ years implementing GCCS support and maintenance procedures

  • Extensive experience and technical expertise with GCCS application and capabilities

  • Demonstrated capability for oral and written communication with all levels of management for planning and control of projects.

  • Active DoD Manual 8570.01 IAT-II (Sec+CE);

Integrated Planning and Scheduling Specialist

  • Develop proposal plans and schedules, baseline execution schedules, maintain the in-work schedules, perform critical path analysis and what-if planning.

  • Serve as the schedule lead for the AOC WS program team in developing, integrating and maintaining the schedule creation & reporting to the Program Management team.

  • Work closely with the Integrated Product Team Leads, the IP&S team and program leadership to ensure alignment and integration of the schedule with other key program plans and schedules such as the Integrated Master Plan (IMP), Master Phasing Plan, Critical Path Analysis, High Level Flow (HLF) and detailed schedules below the IMS.

  • Accountable for schedule compliance, assessment of schedule risk, identification of opportunities (including schedule margin planning) and providing robust/actionable performance reporting from the schedules to support and drive program management understanding and action.

Weapons Systems Manager

Daily tactical responsibilities include planning, coordinating, executing, and IT completing computer and information system related tasks across the AOC weapon system. The program manager will be held accountable by the Customer for the technical quality, content, and results of tasks, deliverable and projects within the scope of Systems Engineering, Modeling and Simulation, Interface Management, and Baseline Integration.

Additionally, this position shall be supporting Government customers by preparing and presenting reports, proposals, and presentations on the status and content of the Section's projects and products.

  • BS or Master's Degree in Engineering or a related technical or business field

  • 7+ years' experience with Program Management within Systems Engineering, Interface Management, or DoD-specific technical systems

Training and Development Specialist Jr. and Mid

The training specialist shall, at a minimum, shall be capable of performing all of the responsibilities outlined below:

  • Conducts in-depth research, using qualitative and quantitative techniques and methodologies, to evaluate and interpret substantive training requirements

  • Provide recommendations to the Government of necessary changes in training goals or procedures.

  • Establishes and documents improvement measures, to avoid an adverse effect on current and future operations and training programs.

  • Generate training materials, scenarios, and vignettes used for Interactive Multimedia Instruction modules.

  • Ensures delivery of draft and final training materials to the Government IAW the PWS

Integrated Product Team (IPT) SME

  • The IPT SME shall be responsible for providing innovative and trusted solutions that optimize the efficiency and effectiveness of a program's products and services over their life cycle.

  • The IPT SME shall leverage existing and 3rd party capabilities being maintained and/or integrated within AOC Weapon System baseline as well as collaborating with a variety of stakeholders, including System, Software and Hardware Design, Cross Product and Integrated Product Teams, Chief Engineers and Program Leadership.

  • Coordinate technical actions taking place within your respective Integrated Product Team (IPT)

  • Interfacing with the key stakeholders to optimize products and solutions in support of achieving maximum Operational Readiness and compliance to contractual requirements as well as establishing open communications and trust.

  • Grow and maintain communication with 10.1 functional area Government leads/ IPT Leads

  • Respond to Government needs in a timely manner, addressing complex technical requirements and collaborating with a globally diverse team to achieve mission objectives

  • Systems Administrators (GCCS) perform tier one and two network support for all GCCS network systems.

  • Must possess strong problem-solving, analytical and communication skills, in addition to in-depth technical knowledge of the Government's systems hardware and software.

  • This position monitors and controls one or more mid-range application servers.

  • Studies program operating instructions to determine equipment setup and operations Systems Administrators (GCCS) continuously observes the operation of assigned applications and storage devices to monitor system operation and determines the point of hardware or software failure.

  • Manipulates systems in accordance with standard procedures to continue operations when individual units of a system, malfunction.

  • Confer with software systems engineering or applications programming personnel in the event that errors require a change of instructions or sequences of operations.

  • If applicable, this position shall be responsible for ensuring system availability and reliability of the Global Command and Control System - Joint (GCCS-J) and related GCCS Family of Systems (FoS) on the networks.

JWICS Systems Administrator

To organize, install, and support Government organization's computer systems, including local area networks (LANs), wide area networks (WANs), network segments, intranets, and other data communication systems. This will also include helping architect, design and analyze network models. It will require participation in decisions about buying future hardware or software to upgrade an organization's infrastructure. This position might be called upon to provide technical support to computer users to help solve users' problems. This position will support activities at Combined Air Operations Centers (CAOCs) located in various CONUS and OCONUS Air Force locations throughout the world.

  • Able to perform self-sustaining and work with little to no oversight

  • Lead IT ops team on day to day management and operations of Networks and implement capabilities vetted through Cybersecurity, ISSE and higher headquarters to maintain JSIG/RMF Authority to Operate and maintain Continuous Monitoring tools and processes

  • Manage COTS & GOTS products to collect, display and remediate a variety of automated system security and system operations/performance functions and metrics.

  • Assist during security assessments of servers/network devices/security appliances

  • Assist during security assessments with regard to accuracy and efficiency

  • Assist with Creation of operational Operations and Maintenance (O&M) checklists to maintain the service (daily, weekly, monthly, yearly O&M checklists); build Tactics, Techniques and Processes (TTPs) and Standard Operating Processes (SOPs) associated with service checklists

  • Manage and operate monitoring tools/capabilities with the enterprise security information and event management (SIEM) and create/tailor complex event alarms/rules and summary reports

Technical competency requirements:

  • 10+ years related System Admin Experience

  • Bachelor's degree in a related area or 4 years equivalent experience

  • Experience working as a systems administrator on Air Force and/or DoD information systems

  • Thorough knowledge of Microsoft Windows desktop and server operating systems, Microsoft Exchange Server, and as needed RHEL operating systems administration and associated hardware

  • Working knowledge of CISCO network and switching and virtualization technologies

  • Working knowledge of Local Area Network (LAN) and Wide Area Network (WAN) technologies and data backup technologies

  • Working knowledge communication security (COMSEC) policies and integration

  • Experience in effective communication and collaborating in a high performance team environment

  • Extensive knowledge of DoD policy as it applies to implementing and executing system and network administration

  • Experience implementing the Risk Management Framework to network/information system environments

  • Working knowledge of Risk Management Framework, Common Criteria, and System Security Policy as they relate to assessments and authorization

  • Shall be able to regularly lift up to 50 lbs

  • Shall be able to travel CONUS/OCONUS to system fielding sites up to 25% of the time

Falconer Program Manager

  • Establishing a program organization that effectively addresses Government requirements and incorporates the necessary internal and external sub-organizations

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program performance objectives

  • Measuring and reporting program performance to the Government

  • Delivering presentations to Government leadership and other program stakeholders

  • Aiding in management of the program and subordinate baselines

  • Managing Government/customer supplied property or information (GFE, CFE, etc.)

  • Adherence to all internal Government processes, policies, and applicable industry standards

  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities

  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization

  • Bachelor’s degree or higher

  • 10+ years of work experience in the aerospace/defense industry supporting U.S. government contracts or equivalent work experience in government, military, or other industries

  • 6+ years of demonstrated success leading teams or organizations to achieve a common goal.

  • Excellent interpersonal skills with ability to manage a project team daily and communicate effectively with segment leadership regarding status, awareness, and performance escalations

  • Ability to manage projects to specified milestones and established schedules

  • Ability to resolve disputes and negotiate with positive outcome while maintaining good relationships within the organization, specifically between peers and management

  • Competent in standard Microsoft Office Software Suite Knowledge of pricing and proposals

  • Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

  • Ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program
