Job Description:

POSITION OVERVIEW :

Parsons Government Services, Inc. (“PGS”) purchases both company-owned inventory and Government-acquired property in performance with Federal Government contracts. The Government Property Manager will provide hands-on cradle to grave inventory/property management support including, receiving, shipping and inspection. The Property Manager will support return material authorizations (RMAs), asset tagging and management and will work with and support compliance activities, Procurement, Project Engineers and Technicians for the R&D Enabling Capabilities Operational (RECO) Support Contract. Responsibilities include preparing and implementing the Government Property Plan for the Program, the standardization of best practices for maintaining an inventory and Government-approved property management system in accordance with industry standard practices and Government regulations. This function will also be responsible for utilizing and training on using Costpoint and a Government Property software management program (such as KACE, ASAP, or MAXIMO) to manage inventory and Government Property as well as maintaining compliant property disposition records. The Government Property Manager must be familiar with FAR Clauses 52.245-1 and have experience with DCMA property audits.

SPECIFIC RESPONSIBILITIES :

Develops a disciplined culture, with management’s support, across the RECO Program for the handling of inventory and Government property

Conducts training across the RECO Program for all aspects of Government property

Manages members of the team to ensure compliance with requirements and success of the PGS Government Property process.

Directs team members to achieve assignments using established guidelines, procedures, and policies

Effectively resolves conflicts of personnel within team and across functions

Administers inventory and Government property control program activities to ensure accountability of company and/or Government property in accordance with applicable company policy and/or government regulations

Acts as liaison between the DCMA property and the company

Performs compliance audits of government/customer-owned property and initiates corrective actions with the appropriate departments for discrepancies

Performs supplier evaluations and audits of supplier (vendor, subcontractor) facilities where government and/or customer-owned property is assigned through the company

Coordinates and verifies various reports and certifications for submission to government/customer agencies

Works with personnel using inventory and Government property to ensure compliance with pertinent government regulations and internal procedures

Verify the accuracy and adequacy of property disposition schedules prior to their submission to the appropriate agency representatives

Reviews RECO contract documentation to ensures that relevant information regarding property is kept up to date in the database

Reviews RECO program documentation for property related requirements and provides all input for assigned program or functional area to the property management system

Participates/coordinates/verifies in the conduct, reconciliation, and reporting of annual company and customer property inventories for the RECO program

Participates in supplier evaluations and works with subcontracts on audits of suppliers to whom customer property is assigned

Conducts a wide variety of RECO contractual verification, compliance guidance, report submittals and monitoring to ensure compliance of programs and functional areas with internal policies and procedures

Assists as necessary to assure satisfactory property system surveys by customer representatives

Assists in problem solving, planning and implementing contract unique property requirements

Conducts independent investigations of cases of lost or damaged property

Reviews RECO contract terms and conditions, special provisions, and procedures as it applies to the handling, control and disposition of customer and/or government property.

Manages the inspection and testing of instruments that are returned after use in field test events to make sure they are in working order and are cleaned, repaired, calibrated as necessary for future use.

Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:

Required

BA/BS degree w/5+ years of work experience

MA/MS degree w/1-2+ years of work experience

Preferred

Top Secret Clearance

SKILLS/COMPETENCIES:

Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of scientists.

Strong interpersonal skills to work with other departments in a tactful and effective manner.

Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.

Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.

Strong attention to detail.

Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.

ASSIGNMENT LOCATION:

Position is located at Kirtland Air Force Base in Albuquerque, NM
