Parsons is seeking an experienced Information System Security Officer (ISSO) who will perform the security functions for a large Department of Defense (DoD) program in Albuquerque, New Mexico. The ISSO will work under the direction of the Information System Security Managers (ISSMs) and Program personnel to ensure the confidentiality, integrity, and availability of multiple classified computer systems. This is a multi-tasking environment that demands technical proficiency, customer service, communication, and organizational skills.
SPECIFIC RESPONSIBILITIES :
Develop an Information Assurance (IA) Test Plan for each release.
Provide an Information Assurance (IA) Test Reports
Initiate protective or corrective measures when an IA incident or vulnerability is discovered.
Ensure that IA and IA-enabled software, hardware, and firmware comply with appropriate security configuration guidelines.
Provide support ensuring the records are up to date. The ISSO shall be responsible for updating the DoD Artifacts (DoD Architecture Framework Documentation).
Ensure that DoD information system recovery processes are monitored, and that IA features and procedures are properly restored.
Ensure that all DoD information system IA-related documentation is current and accessible to properly authorized individuals.
Implement and enforce all DoD information system IA policies and procedures, as defined by its security certification and accreditation documentation.
Generate Vulnerability Scan Compliance (VSC) Report as necessary.
Update findings to proper status (Fixed, Open, Not a Finding, etc.) within eMASS or STIGViewer.
Assist the Information System Security Manager (ISSM) in meeting the duties and responsibilities outlined.
Develop and maintain an organization or DoD information system-level IA program that identifies IA architecture, IA requirements, IA objectives and policies; IA personnel; and IA processes and procedures.
Ensure that information ownership responsibilities are established for each DoD information system, to include accountability, access approvals, and special handling requirements.
Ensure the development and maintenance of IA certification documentation according to DoD Instruction 5200.40.
Maintain a repository for all IA certification and accreditation documentation and modifications.
Ensure that compliance monitoring occurs and review of the results of such monitoring.
Ensure that IA inspections, tests, and reviews are coordinated.
Ensure that all IA management review items are tracked and reported.
Ensure that incidents are properly reported to the AO /AODR and the DoD reporting chain, as required, and that responses to IA-related alerts are coordinated.
Assist in the Continuous Monitoring Strategy of the IT system.
The ISSO shall adhere to all current IA and Cybersecurity regulations.
The ISSO shall support the maintenance and sustainment of the Information Assurance.
The ISSO shall adhere to all relevant and current DoD, AF, and NIST regulations.
Performs other responsibilities associated with this position as may be appropriate.
Bachelor’s degree from an accredited college or university.
Experience with Communications Security (COMSEC) a plus.
Top Secret Clearance
5 -10 years’ experience as an ISSO, or System Administrator implementing NIST RMF, NISPOM DAAPM, and ICD 503, and/or DAAPM Information System requirements.
Experience administering the system functions including security policies and accounts management of Microsoft Windows as well as Linux based systems.
DoD Directive 8140 IAM Level I or higher certification.
Ability to work in a team environment as well as independently, demonstrate excellent problem-solving abilities, well organized and self-motivated.
Active TOP SECRET security clearance or recently active TOP SECRET clearance with last government background investigation within 5 years
Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of scientists.
Strong interpersonal skills to work with other departments in a tactful and effective manner.
Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
Strong attention to detail.
