Job Description:

POSITION OVERVIEW :

Ensures R&D instrumentation is repaired, calibrated, and stored properly ready for use. Supports the execution of weapons testing by setting up instrumentation, acquiring data from instrumentation during test events and taking down the instrumentation upon test completion. Analyzes integration of instrumentation system processes and methodologies to ensure effectiveness of total system performance during test events.

SPECIFIC RESPONSIBILITIES :

Support Instrumentation Lead with instrumentation planning to design and develop cost effective instrumentation plans that ensure the efficient collection of customer defined test measurement data in CBRNE test environments.

Works with the Instrumentation Lead and other instrumentation technicians to resolve questions/issues raised by the testing teams and makes changes to instruments/equipment as necessary.

Design, field and operate data acquisition systems necessary to ensure the collection of the maximum amount of data from the various systems deployed in and around test articles to determine whether test objectives are met. Provide efficient and effective test collection methods and systems to minimize or eliminate the risk of data collection failures, while adhering to all required safety constraints.

Conduct instrumentation research and development to ensure that the most efficient and effective data collection devices are consistently in use during testing activities. Maintain currency in state of the art and emerging/developmental data acquisition systems to ensure maximum effectiveness and to fill voids in testing equipment technology.

Travels to test sites to support testing teams with testing execution including:

Systems deployment

Test bed configuration

Sensor installation

Sensor field calibration

Dry run testing to ensure instrumentation works as designed

Collection of data from instruments/equipment during tests

Removes/takes-down instrumentation after testing is complete and helps clean-up test sites

Knowledgeable of any system modifications/enhancements made to communications equipment, wireless networking equipment and local area networks that impact how data will be collected, transmitted and retained.

Manages the inspection and testing of instruments that are returned after use in field test events to make sure they are in working order and are cleaned, repaired, calibrated as necessary for future use.

Supports the Government Property Administrator during audits to inspect instruments/equipment to ensure functionality and prepare lost, damaged, or destroyed records for items that are damaged and need repair and/or replacement.

Develops the Standard Operating procedure for the maintenance and calibration of instruments and equipment, including record keeping, for items including data recording systems, including transient data recorders, signal conditioning amplifiers, chem/bio detectors/samplers, and digital video cameras.

Manages Instrumentation Technicians during performance of instrumentation and equipment inventory in storage to have records of items held as property in state of readiness for use in testing.

Manages Instrumentation Technicians performing Calibration of primary data recording systems, including transient data recorders, signal conditioning amplifiers, chem/bio detectors/samplers, and digital video cameras to ensures that stored instrumentation and equipment is repaired and in working order, is properly calibrated, and is safely stored in a state of readiness for future use in testing.

Ensures the calibration of primary and secondary instrumentation and equipment is to the National Institute of Standards and Technology (NIST) within required intervals set forth by manufacturers or NIST and shall maintain a record documenting all calibrations. In some special cases, manufacturers’ assistance in equipment calibration and repair may be necessary in which case the position performs coordination with the manufacturers to complete the repair/calibration.

Makes recommendations to the Instrumentation Lead concerning salvage, disposition instructions, or continued use of equipment.

Maintain a complete file of manufacturers’ equipment manuals, as well as documentation of all DTRA test instrumentation modifications.

Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:

Required

4-year degree in Engineering or Computer Science, or equivalent related training/certification (if applicable) and a minimum of 5-6 years of related work experience in instrumentation/equipment repair and/or software development.

Top Secret Clearance

SKILLS/COMPETENCIES:

Must be familiar with specialized test items including instrumentation equipment, calibration & repair equipment, communications equipment, microwave transceiver equipment, wireless networking equipment, and local area networks (LANs).

Requires thorough experience in directing and implementing instrumentation/equipment set-up per drawings and plans.

Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of scientists.

Strong interpersonal skills to work with other departments in a tactful and effective manner.

Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.

Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.

Strong attention to detail.

Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.

ASSIGNMENT LOCATION:

Positions are located at Kirtland Air Force Base in Albuquerque, NM and at the White Sands Missile Range (Socorro, New Mexico) with travel to test ranges primarily in New Mexico, Texas, and Nevada.
