Provide owner’s agent support to Federal Project Director’s executing design and construction of capital line-item projects at the Los Alamos National Laboratory. The successful candidate has demonstrated construction and operational experience in field execution. Demonstrated qualifications and abilities in providing strict planning, control, and compliance of work documents, to include contracts, designs, drawings, calculations, construction submittals, component/system testing, operational preparation documents, samples, shop drawings, etc. Demonstrated ability to plan, review, analyze, develop, and implement systems, processes, procedures associated with nuclear designs, construction, and operational preparation activities.
Parsons’ extensive experience in this field, combined with your extensive knowledge of electrical systems will be used during the construction management process to complete the capital line-item projects. We need our Construction Managers to be versatile and thoroughly familiar with required contractual obligations and technical aspects of the facilities as well as those who have exceptional communication, analytical, and management skills. In this role you will provide oversite activities associated with the completion of assigned projects. We will need you to apply methods and techniques to be utilized for construction management. This position is located at Los Alamos National Laboratory in Los Alamos, New Mexico. Some remote work is possible.
The Construction Manager will work on behalf of Parsons and the client with responsibilities including: Oversight of the overall planning of construction activities to identify critical milestones and priorities.
Serves as senior-level electrical technical consultant. Creates enhanced technical solutions to meet client or regulatory requirements and actively seeks improvements to work processes.
Researches, analyzes, and organizes statistics or other technical materials for specific applications.
Participates in business development activities, including proposal preparation and formal client presentations. Recognizes importance of customer satisfaction as a means of fostering future business development. Actively pursues leads for future business and develops client contacts to encourage future business.
Keeps abreast of technological developments related to area of expertise.
Participates in one or more professional organizations.
May write or review articles written by others for publication in professional journals.
May perform in a technical leadership role, providing technical direction to others in the production of products or services to ensure that meet established project requirements.
May supervise or mentor one or more subordinates and provide input regarding performance.
Reviews budget estimates and staffing requirements for the defined scope and schedule of assigned projects.
Monitors project progress and recommends corrective action through the Federal Project Directors, as necessary.
Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are being met by the performing Contractor for each phase of the project.
Prepares periodic reports summarizing progress of construction activities for higher level management and clients, including formal presentations.
Ensures effective implementation of all Company and client policies and procedures, including labor relations policies.
Serves as the primary contact with client representatives, performing contractors, and government representatives for construction related activities. Maintains strong client communications.
Monitors construction contractors’ electrical functions and activities.
Witnesses contractors’ quality control inspections to ensure that projects are constructed according to the applicable codes, standards, and approved drawings and specifications.
Witnesses testing, pre-commissioning, commissioning, and start-up activities to assure contractors’ compliance with the approved plans and procedures.
Reviews test results generated by independent test agencies, and identifies any concerns associated with specification requirements.
Reviews contractor-submitted shop and as-built drawings, materials submittals, tie-in procedures, project schedules, and work permits; and coordinates with the concerned departments for obtaining their approval and/or their comments.
Reviews contractors’ quality assurance and quality control programs, inspection and test plans, installation, testing, pre-commissioning, and commissioning procedures, for electrical equipment and cable work, and provides comments for transmittal to the contractors.
20+ years of experience in field construction including electrical and design works, preferably in electrical substations, power plants and high voltage (380kv/115kv) power distribution systems. Experience on infrastructure projects.
Bachelor's degree from an accredited institution in electrical engineering or a construction related field (or equivalent construction related work experience)
Experience in the construction of commercial or industrial projects at domestic locations. Field Construction or working knowledge for supervision of substations, building; electrical installations, testing and commissioning of low and medium voltage systems and equipment, basic relay and protection operation, transformers, lighting systems, cabling, general load flows and calculations.
Experience with Construction drawings, One-lines, Shop drawings, Material submittals, and appropriate electrical codes and requirements (NEC, IEC or other related building codes and standards).
Requires extensive knowledge of construction related processes, as well as a thorough knowledge of industry practices.
Demonstrated effective managerial skills and strong written and oral communications skills
* Local New Mexico applicants preferred.
* Must be able to obtain DOE clearance and maintain federal government site and systems access.
