POSITION OVERVIEW :

Exceptional opportunity for a construction workforce development leader to join our dynamic HireLAX team at Los Angeles World Airports. Parsons is looking for an experienced, influential and driven team member with excellent communication skills to assist us with the ongoing management of the successful HireLAX workforce development system under the Los Angeles World Airports PLA for the multi-billion dollar capital improvement program.

Working closely with the Los Angeles World Airports PLA administration and HireLAX program management team, administer career placement opportunities, graduate retention and oversee ongoing case management of HireLAX Apprenticeship Readiness Program graduates. Develops and maintains strategic partnerships with unions, contractors, HireLAX partners and community organizations to assist with achieving LAWA’s objectives related to local worker participation and hiring of HireLAX ARP graduates. Monitor and administer PLA compliance and contractor achievement regarding PLA requirements for local hire participation and cooperation with the HireLAX ARP. Overall responsibilities for managing HireLAX graduate placement opportunities and graduate support program.

SPECIFIC RESPONSIBILITIES :

Plan and coordinate responsibilities and tasks closely with the HireLAX ARP Administrator and Parsons’ project manager.

Frequently attend weekly construction meetings, PLA pre-job conferences and review construction schedules to partner with contractors and projects to identify hiring needs and optimize HireLAX career placement opportunities.

Frequently follow-up, partner and communicate regularly with major subcontractors performing work or about to start performing work on PLA-covered projects about hiring needs and opportunities.

Partner and work closely with each PLA-signatory affiliated apprenticeship program to identify placement opportunities and coordinate apprenticeship intake in compliance with each apprenticeship programs’ guidelines and policies.

Conducts outreach to the community by providing education about the HireLAX ARP, construction careers and union apprenticeship opportunities. In part this is achieved by attendance at job fairs, coordination with EDDs, local America’s Job Centers of California’s, WorkSource and YouthSource Centers, non-profits, educational institutions including local school districts, community groups and other government entities, all with a focus on the LAWA impact area.

Work with the HireLAX case management and supportive services team to address barriers to employment in support of contractor placement at LAX or other local construction projects and ensure ongoing support for HireLAX ARP graduates.

Supports project manager, PLA administration and HireLAX team with additional tasks as needed and assigned. Performs other responsibilities associated with this position as may be appropriate.

EDUCATION/EXPERIENCE:

4 year degree in Business Administration, Human Resources orrelated field (or equivalent applicable experience) required

Minimum 10+ years of related experience in the construction industry.

Experience should include a proven track recorded of construction career placement assistance and partnerships with labor unions and contractors similar to those involved with the multi-billion dollar capital improvement program at Los Angeles World Airports.

Self-motivated and driven individual with a persistent, proactive and energetic approach to construction craft workforce development and creating construction career placement opportunities for local workers.

Willingness to adapt and conform to existing program procedures, policies and culture, but with the opportunity to provide constructive input and work together to achieve continual program improvement.
