Parsons is serving as owner’s representative on the Los Angeles World Airports’ Landside Access Modernization Program (LAMP). When complete this program will transform access to and from the Los Angeles International Airport. Our client would like to add a Mitigation Monitor to the team who will monitor compliance of construction activities. This individual will serve as the liaison between the airport’s project management team and construction contractor(s) to facilitate compliance with environmental mitigation measures, regulations, and permit conditions. This individual will be focused on providing data and information for Mitigation Monitoring and Reporting Program (MMRP)

Key Responsibilities:

Creation of daily compliance monitoring reporting and document non-compliance occurrences.

Oversee compliance monitoring pertaining to a range of resources including, but not limited to: air quality, construction equipment, noise, biological resources, hazardous materials, surface transportation, archaeological and paleontological resources, and water quality.

Ensure consistency of project processes procedures.

Work closely with construction/and/or other environmental monitors.

Provide data and information pertaining on the mitigation measures for LAMP to the environmental group for MMRP.

Advocate safety as a top priority.

Bachelors’ Degree in environmental science, engineering, biology or related field.

Previous construction monitoring experience in Southern California preferably on larger scale transportation programs.

Competency and familiarity with local, state, and federal environmental regulations

Experience with NEPA/CEQA mitigation measures and terms and conditions relative to construction activities.

Knowledge of LEED and sustainability practices.

Team player with the ability to work in a fast-paced environment.

PREFERRED EDUCATION/EXPERIENCE:

Bachelors’ Degree in environmental science, engineering, biology or related field. 12+ years experience performing similar functions as noted in description

Previous construction monitoring experience in Southern California preferably on larger scale transportation programs.

Competency and familiarity with local, state, and federal environmental regulations

Experience with NEPA/CEQA mitigation measures and terms and conditions relative to construction activities.

Knowledge of LEED and sustainability practices.

Team player with the ability to work in a fast-paced environment.

SKILLS/COMPETENCIES:

Proficiency in various computer software applications typically used within the assigned discipline is required. Also requires excellent written and oral communication skills, a thorough understanding of all environmental rules and regulations, and the ability to perform in a lead capacity on a project.
