Job Description:

Ready to put your contract skills to work with departments and teams that change the fabric of our community? Do you have an eye for details? Put your contract management expertise to work on complex projects. Parsons is now hiring a Senior Procurement Manager for our rapidly expanding team.

1. Principal Objective:

Jointly with the Director responsible for all Royal Commission Contract functions delegated to the Company and Company procurement functions. Responsible for compliance of procurement activities with Kingdom Laws and Company and Royal Commission procedures.

2. Organizational Relationship:

Reports to the RC's Director of Supply Management Department. Interfaces directly with senior management personnel, both Company and Royal Commission, in establishing contractual procedures and problem resolution

3. Major Activities Performed:

  • Acts as advisor and consultant to the Director in all contracting and administrative matters.

  • Provides technical guidance and procedural assistance to the program on contracting policy and actions.

  • Reviews submittals to Royal Commission to insure policy and procedural compliance in contractual actions, coordinates for the Contracting Section.

  • Reviews and assists in resolving contract modifications or claims.

  • Responsible for interpretation and implementation of Contract policy.

  • Responsible to develop and prepare operating procedures in support of Contract requirements.

  • Recommends changes to contract policy and procedures to improve efficiency and level of service to the Royal Commission.

  • Supervises the Lead Contract Administrators, and staff support functions.

  • Performs other duties as assigned.

4. Experience and Qualifications:

  • Applicant should have a minimum of fifteen (15) years experience in procurement with an emphasis on contract construction.

  • A minimum of five (5) years supervisory experience on large jobs is essential.

  • Must possess the skill and ability to perform in accordance with Part C of SAPL Job Description as evidenced by education and/or past performance and training.

  • Must possess, as a minimum a BS degree in Engineering or BA in business from an accredited college or university.

  • Preference is given to an advanced degree.
