Are you well versed in procurement, contract management and subcontract management functions for complex multi-million-dollar pursuits? If you are the right one for us, you have Contracts Management experience for a design/build program in the transportation field, and have administered contracts from development, procurement, post award implementation through construction closeout.

We are seeking an experienced Contracts Manager to join our Transportation project team in our New York, NY office. In this role, you will be the primary interface to our client and administer all contracts and related subcontracts for a major design build project. You will be involved in negotiating change requests and claims with the owner, and finalizing the procurement strategies with subcontractors on a transit/rail project.

The successful candidate will lead and perform contract management and administration duties for projects applying effective management and compliance practices to the contract requirements. Provides for the mitigation and settlement of changes and claims through the appropriate use of project correspondence, documentation practices, change management and dispute resolution processes and the effective collaboration with Parsons project staff and legal counsel.

This position reports directly to the Parsons Project Manager or other designee in the performance of contract management duties on a project. The reporting relationships and responsibilities may vary depending on the scope, type, risk and value of the project services provided.


Performs reviews of project contract documents and establishes project guidelines, processes and procedures by which contract management and compliance practices will be administered by the project team. Serves as the point of contact for all project contractual matters, and coordinates with other functional areas of the project team and Corporate Legal to resolve issues.

Leads the early establishment of project communications and controls that effectively document project activities providing support to the project in relation to the submission of changes and defense of claims.

Maintains a thorough understanding of contract formation practices, and has working knowledge of standard contract terms and conditions for design, construction and design-bid-build contracts. Has experience in leading or participating in contract negotiations.

Provides leadership to the project staff in administering compliance with the contract documents. Works collaboratively with legal to resolve complex issues regarding contract interpretation, and provides contractual advice and recommendations in seeking timely resolution of issues.

Responsible for managing and maintaining documentation for supporting the resolution of project related issues regarding the performance of work by the parties to the contract, including tiered subcontractors and suppliers. Assures the timely noticing and processing of change orders and claims. Directs and participates in the organization and submission of change orders and claims, including their review, tracking and processing through resolution and owner approval.

Conducts meetings and ensures the preparation of documents and reports related to contract management activities. Assures the accuracy and timely submission of such documents and reports.

Assures the establishment of correspondence processes, procedures and requirements. Prepares all forms of correspondence related to contract matters, whether in initiation, or in response, to contract interpretation, notifications or compliance. Tracks and monitors correspondence to assure the timely and proper resolution to contract queries.

Leads or supports the document management efforts and personnel to develop, deploy and maintain an effective document management system and requirements providing appropriate tracking and control of all contract correspondence.

Supports the establishment of subcontract agreements through procurement, and oversees the administration of all business and commercial matters associated with these agreements. Coordinate with the other project team members as necessary to properly administer subcontractor’s performance to the requirements under the agreements. Collaborate with other company departments to ensure compliance to corporate policies and procedures for contract and subcontract administration.

Provide input to the project risk register regarding the status and reporting on contractual risks and their mitigations, including those risks founded at the time of bid as well as any new risks that may arise during the course of the project. Assure the application of best practices in defining and mitigating contractual risks, and request support as warranted.

Provide leadership and management to contract administrators, subcontract administrators and support staff in the fulfillment of the contract management requirements on a project.


JD Law or 4-year degree in Business Administration, or related field and 12-15 years of prime contract administration experience within a large international/transportation engineering and construction firm is required.


Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration. Proven ability to perform in a management capacity is also required.
