Job Description:

Parsons is looking for an amazingly talented Program Director to join our team! In this role you will get to lead efforts in support of planning and implementation of CBTC systems.

What You'll Be Doing:

Parsons is a recognized leader in the field of communications-based train control (CBTC). Our team of industry experts have been satisfying clients including CBTC suppliers and owners of major transit systems around the world. We’ve developed long-term relationships with our clients as we help them achieve their strategic visions.

Our clients seek our assistance to plan the replacement of their existing automatic train control (ATC) systems with CBTC technology or to implement CBTC technology on new systems. This candidate will lead a team of experts supporting the planning and implementation of CBTC systems in brownfield and greenfield environments, so if you are very familiar with the CBTC systems architecture - this is a great opportunity for you to be involved in career making, billion-dollar programs! We need an experienced leader, one that inspires loyalty and commitment, to lead Program Management and Engineering teams on large-scale rail transit projects. We expect you to have strategic vision--as well as an eye for the small details--and be able to lead programmatic and technical meetings with clients, suppliers and consultant teams regarding all aspects of CBTC funding, procurement, design and implementation.

Technical Responsibilities

  • Develop documentation on program benefits to help build stakeholder support and secure program funding

  • Support the client's plans to coordinate CBTC programs with railcar programs

  • Present technical information to a non-technical audience in clear, complete, concise and non-ambiguous terms

  • Develop functional/performance requirements and documentation for CBTC, based on client needs and requirements

  • Review and progress migration planning and cut-over strategies

  • Review and refine CBTC systems implementation schedules

  • Prepare plans and procedures for the transition of the client's operations, maintenance and control center functions from the existing train control system to CBTC

  • Lead/chair client discussions by professionally and accurately communicating system information

  • Develop specifications, interface specifications and test requirement documents

  • Lead the development of contract documentation for the CBTC system procurements and railcar conversions

  • Assess plans and technical documentation to support a safe, reliable, maintainable, high quality, and sustainable train control systems

  • Provide technical direction and guidance to the engineering teams, including setting priorities and schedules

  • Review technical designs and submittals to assess compliance with specifications and standards

  • Identify and assess technical risks and propose mitigations

  • Maintain high personal productivity while working interactively with other team members and client groups

  • Support marketing and Business Development initiative with potential clients

Management Responsibilities

  • Lead project teams by defining work, coaching, monitoring their progress and giving general direction and guidance

  • Provide work plan estimates and descriptions based on knowledge of the work and project requirements

What Required Skills You'll Bring:

  • 20+ years minimum of relevant experience

  • 5 years minimum in the deployment of brownfield signaling/train control systems

  • Bachelor's degree or higher or in a related discipline such as Electrical Engineering, Computer Engineering, Systems Engineering, or equivalent

  • P.E. required

  • Knowledge of requirements management tools, such as DOORS

  • Proficient with MS Word, Excel, Outlook, PowerPoint, Visio

  • Advanced writing skills and interpersonal communication skills

  • Knowledge of related industry systems engineering standards and processes and best practices

  • Understanding and experience with industry best practice structured engineering design and development processes

  • Ability to apply IEEE 1474 and/or CENELEC standards and/or working knowledge of these standards

Salary Range:

$149,900.00 - $310,000.00
