POSITION OVERVIEW :
Position will be to act as the senior Parsons representative within a design-build joint venture in which Parsons is the minority partner. In this capacity will directly report to DBJV project manager providing oversight and support of self-performed and subcontracted construction activities on a design-build terminal construction project.. Will also report to offsite Parsons senior management as the project champion and mentor other onsite Parsons personnel.
As the senior onsite representative of Parsons during construction will track and provide periodic updates on progress. Will also mentor other onsite Parsons personnel including making recommendations on mobilization, terms of employment, and demobilization of such project personnel.
Responsibilities on behalf of the DBJV will be as assigned by the DBJV Project Manager. In general, these are expected to include identification, analysis, planning, monitoring, oversight, and verification of difficult and complex construction activities as follows:
Planning of construction activities to select appropriate means and methods, allocation of resources, procurement of Permanent Materials, and coordination of subcontractors.
Maintenance and analysis of CPM Schedule to ensure proper sequencing and execution of work, such that the allocation of DBJV resources and the services of subcontractors are properly scheduled and utilized.
Collaboration with safety and environmental staff to identify and eliminate hazards that may adversely affect the environment or the safety or health of employees; with appropriate to follow-up to ensure that site personnel engage in safe work practices in compliance with site-specific safety procedures and industry standards
Ensure effective implementation of all DBJV and Company policies and procedures, including labor relations policies.
Participates in development and implementation of quality management protocols to ensure cost-effective compliance with Contract requirements.
Performs other responsibilities associated with this position as may be appropriate
4-year degree in construction-related field (or equivalent construction-related work experience), as well as 15 to 20 years of experience in field construction on large civil projects is required.
Requires self perform / direct hire experience with a heavy civil contractor. Also, experience withhands on experience with construction of AOA facilities and Terminal Buildings at one or more major USairports. Experience working with Runways / Terminal construction. Proven expertise with cost management systems, cost analysis, forecasting and change management is required. Knowledge of estimating and project scheduling.
