Job Description:

We are looking for a Business Operations Specialist who can work collaboratively with Capture & Proposal Managers, Business Development, and Technical Subject Matter Experts (SMEs) to write compliant and compelling technical proposals in response to client RFP/RFQ/RFIs and ultimately win new business to build our pipeline! The successful candidate will be a self-starter who is team-oriented and is able to build productive working relationships across various markets ranging from transportation/transit, structures, water, and others.

We need our Business Operations Specialists to be versatile, enthusiastic to work in highly flexible, team-oriented environments that have exceptional communication, analytical and organizational skills. This position will require you to adapt to changing priorities in a dynamic environment and work on multiple pursuits in tandem, with overlapping schedules. You’ll be successful in this job if you are comfortable interviewing SMEs—steering the conversation and asking the questions needed to respond to client opportunities—and then converting that interview content into strategic technical writing that sells! Compliance is imperative in this position, so you must be able to tie our prose back to the opportunity requirements and evaluation criteria.

Additionally, as a key member of the Business Acquisition Team, you will support our business leaders and seller-doers in local markets in the preparation of business development plans, sales tracking, market insights, and future opportunities for growth.

Key Responsibilities

  • Develop compelling technical proposal narratives and strategic capture plans that demonstrate our value proposition.

  • Establish win theme development and key discriminators, strategic technical messaging, and creative writing for all levels of pursuits across various markets.

  • Interview SMEs and translate technical information into proposal content.

  • Support building a common vision with our capture teams and streamline proposal development efforts to increase win rates.

  • Perform detailed analysis of RFP/RFQ/RFI documents and have a thorough understanding of technical requirements and compliance.

  • Drive strategic initiatives by reviewing and prioritizing bid opportunities.

  • Identify market competitors with intelligence gathering and participate in decision-making processes for future opportunities.

  • Perform sales tracking to identify major upcoming projects and initiatives for key target clients.

Required Experience & Qualifications

  • 4+ years of progressive professional consulting experience with working knowledge of the capture process.

  • A Bachelor’s degree in Civil Engineering, Planning or closely related technical field.

  • Experience in strategic planning; developing technical solutions/win strategies; technical writing; (e.g., proposal resumes, past performance citations, and white papers); and preparing proposal responses to RFP/RFIs.

  • Demonstrated skillset in various areas of business development and acquisition (e.g., targeting, market strategies, client relationships, and sales tracking)

  • Expertise in understanding and adhering to proposal terms of reference and evaluation criteria for local clients and infrastructure markets.

  • Strong communication and analytical skills to collaborate with capture teams throughout the pursuit lifecycle – from opportunity release to final submission.

  • Detail oriented and fastidious with compliance.

  • Salesforce/CRM experience is an asset; this can be taught to the successful candidate.

  • Excellent time management skills with the ability to support a flexible and occasional extended work schedule and support multiple pursuits at once and quickly shifting priorities.
