Job Description:
Supports the US Army PM Soldier Lethality business operations personnel with operational analysis and in-depth research taskings to help deliver sound business products for the program. The Position Description includes:
Plan studies in research and development, maintenance, and promulgation of cost and economic methods and factors for use in the preparation of cost estimates, economic projections, and analyses.
Perform Independent Life Cycle Cost Estimates (LCCE) to determine the reasonableness of Project Manager’s Baseline Estimate for a weapon system.
Develop and utilizes models for estimating the cost of weapon systems, facilities, level of support under condition of uncertainty and risk.
Serve as chairperson or member of a team in planning, implementation, and accomplishment of an estimating, research or methodology project application to life cycle costs of weapon systems.
Collect to evaluate for cost, effectiveness, risk, or identify issues. Analysis can be done through statistics, modeling and simulations or other methods.
Responsible for building Business Case Analyses (BCA’s) & Cost Benefits Analysis (CBA’s) inclusive of multiple Courses of Action (COA’s)
Based on the outputs from their analysis, Operations Research Analysts write reports, memos, information papers, and briefings to present their findings and recommendations to management.
They advise leadership on possible courses of action to address the identified problem.
EDUCATION/EXPERIENCE:
Bachelors degree in business administration or finance with 5+ years’ experience supporting research analysis based projects for the USG.
Certifications:
Certification in SharePoint desired (or other related certifications).
SKILLS/COMPETENCIES:
Professional knowledge of mathematical programming, data mining, statistical, econometric and other scientific methods and techniques
Knowledge of business principles
Strong oral, written and interpersonal communication skills
Extensive experience with Automated Cost Estimate (ACE) and Excel software packages
Technically proficient with all other Microsoft Office products
Advanced skills:
Experience in operations research, mathematics, and/or statistics in an industrial/applied environment, or with the U.S. military
Ability to obtain U.S. Government security clearance
