Job Description:

Training Specialist - Rail and Transit – Oakland, California

Opportunity :

Parsons is now hiring for an experienced Training Specialist for the Bay Area Rapid Transit (BART) Communications Based Train Control (CBTC) Project. This position will be responsible to work with the CBTC Contractor and the Agency to determine Training Program needs and assist in the delivery of CBTC Training to the Agency. In this role, the candidate will perform the following:

  • Identify and assess the training needs in collaboration with the Design Build Contractor and BART.

  • Ensure that Training Program meets the needs of BART Departments

  • Ensure that Training Materials meet BART Training Standards

  • Manage the development and review of Training related submittals and ensure that the Design Build Contractor meets the submission dates/milestones in accordance with the project schedule.

  • Provide technical support and coordinate meetings and workshops between the Design Build Contractor and BART stakeholders, as needed.

  • Interface with the Design Build Contractor’s Management and Engineers. Interface with all BART Stakeholders.

  • Provide support to BART CBTC Design, Training & Operational Readiness, and Deployment Working Groups.

  • Provide support on Change Management and Organizational Readiness activities.

Essential Skills :

  • A strategic thinker with good organizational and time management skills.

  • Excellent research and analytical skills with the ability to perform analysis and adapt in a fast-paced environment. Knowledge of rail industry standards, practices and regulations is desirable.

  • Experience in rail transit signaling and train control systems (desirable) or experience in projects in other industries.

  • Capacity to understand technical documents such as Operations & Maintenance Manuals, Training Course Materials, and Training Plans.

  • Ability to read, understand and interpret the logical sequencing of work within project schedules.

  • Experience in developing and/or delivering training materials to large businesses.

  • Experience in working with organizations subject to collective bargaining rules (desirable).

  • Familiar with or willing to learn how to use Computer Based Training (CBT) authoring tools such as Adobe Captivate for creating eLearning content (desirable).

  • Participation in design, installation, testing and commissioning phases of projects (desirable).

  • Familiar with international and multicultural projects (desirable).

  • Good written and verbal communication skills in English.

  • Able to communicate and engage with Stakeholders on a regular basis to ensure client needs are met and understood by the project.

  • Experience in performing reviews to ensure technical and functional specifications are met for training simulation equipment.

  • Familiar with traditional and modern training processes.

Requirements :

  • 5 or more years’ experience in project management (desirable), change management, training development/delivery, technical writing and/or operations management/consulting, ideally with experience in the rail sector.

  • Experience working for operations or management consulting firms (desired).

  • Bachelor’s degree in Engineering and 15 years or more experience, preferably as a training specialist in the rail industry .

  • Strong presentation skills.

  • Ability to oversee the design and implementation of effective training and development.

  • Adept with a variety of multimedia training platforms and methods.

Salary Range:

$110,600.00 - $199,100.00
