Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities and well as First of a Kind (FOAK) technology. Parsons is currently seeking an Waste Management RCRA Specialist:

MAJOR RESPONSIBILITIES / DUTIES / TASKS:

  • Serve as Subject Matter Expert in RCRA specific to hazardous waste management.

  • Review OM procedures, desktop instructions, and operator aids for RCRA waste management impacts.

  • Identify and assist with establishment of waste storage and accumulation areas.

  • Support Waste Operator activities (waste receipt and characterization at waste receipt locations)

  • Responsible for RCRA storage area compliance and documentation (RCRA weekly inspection verification, deficiency resolution and continuous improvement).

  • Attend required regulatory and project training, review regulations, and complete required reading to maintain certifications and professional proficiencies (RCRA, DOT, EPCRA, Project-specific)

  • Lead/participate in waste management audits.

  • Compose routine correspondence, gather data for special studies or investigations, and coordinate activities

  • Provide data entry into specific databases and maintenance of documentation for several initiatives and generation of associated reports and graphics if needed.

  • Track and report the completion status of plans and procedures developed, written, revised and published by the department.

  • High level system administrator for the waste management tracking software database

  • Responsible for quality control review of all DOT and RCRA hazardous waste documents for accuracy and completeness.

  • Responsible for tracking and administration of all DOT shipping documents (uniform hazardous waste manifests and hazardous materials shipper’s declarations, bills of lading, DOT letters of exception). Includes coordination with the BGAD Environmental Office to ensure documents are shared or transmitted as required by permit, procedures and agreements.

  • Responsible for the compilation and distribution of annual reporting data (TRI, TIER II, etc.)

  • Other duties as assigned by Waste Manager

Basic Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access

  • Must have intermediate level user Microsoft Word, Outlook, and Excel.

Minimum Qualifications:

  • High School Diploma or Equivalent

  • 1-4 years of Hazardous waste management experience, or, related formal education.

  • Regulatory Knowledge – Must have a working knowledgeable of environmental and related regulations (DOD, DOT, TSCA and RCRA).

  • Ability to exercise good judgment in performance of duties

  • Demonstrated experience working in an environmental and safety compliant environment.

  • Ability to wear personal protective equipment

  • Possess and maintain a valid motor vehicle driver's license.

Special Job Requirements:

BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship and the ability to successfully complete a National Agency Check with Local Credit Check. (NACLC).

This position may also require use of PPE (Personal Protective Equipment) andpersonnel must pass a respirator fit test and pulmonary function test.
