China Lake Earthquake Recovery (CLRP) program will provide construction management support services to the Naval Air Weapons Station China Lake (NAWSCL) in Ridgecrest, California.

This position will serve a critical role on the Parsons team supporting Naval Commanding Officer's Executive Leadership Team as the senior program manager monitoring all aspects of construction to improve performance across cost, schedule, and quality. This position will also work daily with the OICC Operations Officer to ensure tactical program execution performance by best practices and programmatic risk analysis. This position will also serve as the contract personnel production manager principal for all contracted support services over the duration of this contract, and be responsible for all CSS personnel issues, time keeping, work performance and deliverables quality.
The individual shall perform tasks as defined generally below or directed by OICC:
Program performance monitoring to include:
Validation of construction contractor performance and reporting
Efficiency of construction contractor management of work activities
Cost and schedule technical analysis including post-award DB design phase
Validation of high-quality physical installation
Validation of construction contract and project close-outs
Programmatic risk identification and mitigation strategy development to improve perform-to-plan across cost, schedule. and quality:
Forecasting trends for proactive assessments and risk mitigation COAs
Confirm incorporation of risk-based decisions into program/project execution
Programmatic schedule integration and schedule management to ensure perform-to-plan
Daily tactical oversight to ensure construction activities and applicable administrative requirements are accomplished
Oversight of specialized equipment procurement and integration of equipment into facilities to include specialized R&D IT networks
- Confirm test and evaluation of equipment for operational readiness
Frontline CSS personnel management and development to ensure effective, efficient, and quality performance and deliverables.
Validate personnel expertise/experience qualifications meet government needs
Validate sufficient and properly trained personnel on board
Validate personnel recognize the scope of their duties before commencing work
Preparation and presentation of high-level progress reports and briefs on overall program success

Degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university.
15 years minimum personnel management experience in an engineering, architectural, or construction firm.
10 years minimum experience preparing and delivering briefs to senior executives.
12 years minimum experience in construction program and/or project management with at least one program exceeding $500M
5 years minimum AE or construction experience on DOD project.
Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable. If the candidate does not have a PE or RA, then a PMP with the Project Management Institute (PMI) or CCM with the Construction Management Association of American (CMAA)
Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), Primavera, CostWorks. and Success Estimator, etc.
General knowledge of the U.S. federal acquisition process, government contracting principles and regulations (including FAR/DFARS)
