Parsons Corporation Director - Health, Safety & Environment (HSE) - Airport Construction in Riyadh, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented HSE Director to join our team. In this role, you will be required to set the Health and Safety processes and procedures for an upcoming Airport and Transportation mega project and you will join a leading a team of passionate professionals in project management.

What You'll Be Doing:

  • Oversee all aspects of the projects Healthy, Safety and Environmental policies, execution of those policies and overall legal compliance.

  • Recommend, validate and monitor the implementation and management of the Health and Safety Management Systems in coordination with other delivery partners and the Client representatives.

  • Advises and assists the senior client representative in the establishment and management of health and safety programs and in identifying and eliminating/controlling any hazards to persons and property.

  • Have oversight of project risks and opportunities. If needed audit and inspects the job site to detect and correct safety risks and hazards.

  • Co-ordinate with stakeholders (government and others) to ensure good outcomes for all HSE matters.

  • Audits the projects Safety Performance, recommends corrective actions and measures for continual improvement.

  • Collaborate with Project Managers for the implementation of the projects HSE Program.

  • Coordinate and interact with all corporate and project site departments of the Company to facilitate compliance of Safety Programs.

  • Review project risk assessments for upcoming work and provide technical assistance to the health and safety planning process.

  • Develops Safety Performance Indicators, (Leading & Lagging) Targets and communicates trends in KPI’s to involved parties.

  • Recommends actions to mitigate any negative changes to KPI trends.

  • Audits the job accident records and periodically prepares any required corrective action plans in consultation with construction teams.

  • Represents senior management during safety presentation and/or inspections.

  • Receives reviews and distributes safety inspection / audit reports with recommended corrective actions.

  • Sets the standards of HSE on the project and ensures contractor compliance with these known standards.

  • Monitor any wellness program developed by consultants and contractors’ staff.

  • Provides oversight to the new hire safety orientation process and other safety-related training.

  • Verifies agreed safety standards and applicable regulations are enforced.

  • Responsible for auditing Supervising Consultant and/or oversight of Contractor Project Safety.

  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • BSc Degree in Health and Occupational Safety or equivalent accredited from a recognized university.

  • Minimum 20+ years of related work experience in the field of safety and health.

  • Knowledge of aviation regulations and safety standards relevant to construction of an airport

  • GCC experience is preferred.

  • Must have experience at senior management/director level as well as having extensive experience in client facing roles.

  • Affiliation with relevant safety associations

  • Recognized Health and Safety education, certifications, license or training in the KSA (e.g. ISO 45001, ISO 14000, OSHAD, NEBOSH, OSHAD, First Aid, Fire Safety etc).

  • Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to key stakeholders as required by the client.

  • Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scale projects.

  • Understanding of budget development and cost accounting.

  • Ability to manage and encourage a team of construction management professionals.

  • Ability to interface with all levels with project team, client, and others.

  • Knowledge of construction contract negotiation and administration.

  • Ability to read, analyze and interpret complex documents.

  • Ability to respond effectively to the most sensitive inquiries or complaints.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
