Job Description:

Parsons is looking for an amazingly talented Emergency & Crisis Senior Manager to join our team! In this role you will get to drive some of the most crucial programs that support life safety across the program on-site.

What You'll Be Doing:

  • Managing Emergency and Crisis planning across the Qiddiya Program.

  • Supporting each Qiddiya District to prepare to respond to any threats to people, environment, assets and reputation.

  • The role also critically provides strategic support to the Delivery Teams senior leadership when profiling and assessing threat and vulnerability.

What Required Skills You'll Bring:

  • Leads the City-wide Emergency and Crisis planning function.

  • Manages the implementation of Emergency and Crisis planning and response within time, scope, and budget in conjunction with quality assurance.

  • Ensures that threats and hazards are identified and that plans, and capabilities are validated throughout the project lifecycle to deliver an effective response to Emergency and Crisis management.

  • Manages the development of the XCS Risk Register in relation to Emergency and Crisis Plans.

  • Owns the Emergency and Crisis Training and Exercising Strategy and Program with the Senior Manager.

  • Ensures Emergency and Crisis planning and response arrangements for the Qiddiya Districts are fit for purpose and reflect any National and International regulations and best practice.

  • Solid understanding of the JESIP Decision Making Model.

  • Manage the timely procurement of suitable services and equipment, ensuring a future-proofing approach.

  • Ensures the integrity of Emergency and Crisis information including version control, to enable plans to be shared with restricted stakeholders and protected as appropriate.

  • Ensures that Emergency and Crisis strategic leadership is provided in relation to preparedness and response.

  • Promote the work of the Emergency and Crisis planning function and provide advice and support to the Qiddiya and the Delivery teams.

  • Establishes and supports meetings, forums and develops associated reports with stakeholders.

  • Manages work breakdown structure (WBS) and sets milestones and KPIs

  • Assures service providers contractual deliverables and SLA’s.

  • Manage ongoing development, quality controls and service improvement for Emergency and Crisis services.

  • Deputizes for the Senior Manager in his absence.

  • Undertake the duties of an on-call manager responsible for out of hours management of Emergency and Crisis response at a City-wide level

What Desired Skills You'll Bring:

  • A multi-disciplinary security / emergency / medical background at senior level. Extensive working knowledge of mega-project construction, iconic real-estate and entertainment / sports / recreational venue operations and safety, plus relevant regulatory / legislative drivers. Experience in the development and application of risk-managed solutions in a large Project, Corporate or Government organization. Experience in the development of Crisis / Emergency / Resilience planning, training, exercise, and day to day operations. Detailed knowledge of contract/contractor management, experience in conflict management and the change order process.

  • Extensive MEA Private and Governmental enterprise working experience. Experience working in a mega-project environment with multiple stakeholders delivering bespoke Crisis / Emergency / Resilience planning and response solutions. A demonstrated ability to operate at pace, with minimum supervision, and across diverse areas of professional competence. Experience in leading the delivering of projects on time, within the scope and to a defined budget whilst ensuring quality. Detailed knowledge of project management methodology and the ability to report to and converse with stakeholders

  • Experienced in KSA cultural awareness and acceptance. Extensive large budgetary responsibility and financial acumen. Experienced influencer and effectual change agent. IT proficiency of Microsoft Office, Word, PowerPoint, Excel, Outlook, Visio; PM software, MS Project, Primavera: Operational Systems, CCTV, Fire Systems, Intruder Detection Systems (IDS), Incident Management Systems.
