Job Description:
Parsons is looking for a talented Senior permitting and consent Manager to join our team! In this role you will work in close coordination with QIC and the QIC delivery teams to secure the permits required from government authorities and third-parties, supporting the timely delivery of the Qiddiya project.
What You'll Be Doing:
Maintains the best practice standards, strategies, plans, processes and tools developed for the Qiddiya program for permits and consents management.
Supports the production of the delivery team’s permitting plans, liaising with QIC counterparts to secure them in a timely manner. Reviews permitting and consents management plans and verifies their effective implementation.
Closely coordinates and collaborates with the delivery teams, in full alignment with QIC, to provide structured internal and external strategic stakeholder support for permitting matters. Tracks, assigns, and follows up on actions associated with permitting engagement.
Provides technical consultation to QIC and the delivery teams regarding strategic permits and consents management as needed and supports QIC in engaging with key strategic stakeholders on behalf of the program for permitting and consents matters.
Works closely with QIC Regulatory Entitlement and Affairs (REA) Team to structure communications with external stakeholders including entities such as third-party advisers.
Maintains the permits and consents risk management plan and tracks mitigation plans and progress. Collates the monthly permits and consents management update report at a city-wide level and escalates significant issues to the XCS Leadership Team and QIC as necessary.
Monitors performance of permits and consents plans, providing internal stakeholders with balanced and objective information to help them understand the processes, deliverables, key performance indicators (KPIs), issues, and relevant concerns.
Actively participates in and promotes the quality improvement programs. Supports audits of projects to ensure compliance with ISO 9001 and NQA-1 requirements.
Ensures compliance with all laws and regulations applicable to the permitting/consent process and compliance with corporate policies.
Keeps abreast of the current technology germane to the permitting and consents function.
Performs other responsibilities associated with this position as may be appropriate
What Required Skills You'll Bring:
4-year degree in Engineering (or related field) and 15 years of related work experience, including managerial experience of discipline leads and technical support personnel. MBA or related MSc degree desirable.Requires extensive knowledge of KSA permitting and consents practices, processes and current technology. Extensive permitting and consents experience is also a preference for the role. Excellent in-depth working knowledge of relevant standards.
Proven ability to manage technical personnel, the ability to drive excellence in field of expertise, focusing on safety, quality and improvement of processes, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
Must also demonstrate the ability to effectively execute and manage complex tasks.
Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software.
