Parsons Corporation Senior Project Controls Manager (Aviation & Transportation) in Riyadh, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented Senior Project Controls Manager to join our team! The candidate will develop, manage, and/or execute all phases of the project controls effort (planning/scheduling and cost analysis) and provide leadership for every phase of significant aviation and transportation infrastructure projects or programs to assure on-schedule completion within or below budget and in accordance with all client requirements. The candidate typically manages medium to large-sized projects and will utilize widely diversified knowledge of project controls activities and draws upon extensive experience and exposure to various types of projects and clients.

What You'll Be Doing:

  • Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems, with particular emphasis on procedures and reporting/analytics.

  • Interfaces with clients, attends regular meetings, and provides statistical reports, drawing on a robust reporting and analytics platform.

  • Develops and implements project controls procedures to support the implementation of best practices for schedule, cost, earned value, risk and change management processes.

  • Participates in the development of the master coding structure (WBS, CBS, etc.), interfacing with all relevant departments and functions.

  • Assesses the impact(s) of pre/post construction changes on project objectives.

  • Oversees the development and maintenance of a common data environment that is utilized to manage project data produced by various departments/functions, and is connected to the chosen reporting and analytics tools(s).

  • Trains personnel, completes performance reviews, and provides personnel development for the assigned employees.

  • Creates statistical reports for management on a recurring or one-of-a-kind basis.

  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Quantity Surveying, Construction Management or related field

  • 15+ years of overall related experience. Experience on projects across Civils, Infrastructure, Buildings and Utilities., or equivalent

  • Experience on mixed use development projects

  • Experience in PMO/PMC projects.

  • Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills.

  • Ability to perform in a management capacity is also required.

  • Experience in FIDIC contracts

What Desired Skills You'll Bring:

  • GCC (Gulf Cooperation Council) experience preferred, KSA (Kingdom of Saudi Arabia).

  • Aviation experience is preferred. Transportation experience on major programs.

  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.

  • Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to key stakeholders as required by the client.

  • Proficient PC skills including proficiency in Project Controls Software, reporting and Business Intelligence solutions/tools, and Microsoft Office Suite.

  • Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scaled projects

  • Ability to manage and encourage a team of construction management professionals.

  • Ability to interface with all levels with project team, client, and others.

  • Ability to read, analyze and interpret complex documents.

  • Ability to respond effectively to the most sensitive inquiries or complaints.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
