Job Description:

Parsons is looking for three levels of Program Security Officers in several different locations to include Springfield and Chantilly, VA; San Antonio, TX; Klin, MS; and Las Cruces, NM.

A Program Security Officer will carry out the pertinent security requirements and establish a secure mission environment in accordance with National Security guidelines and Intelligence Community Directives (ICDs). They will implement national program security policy directives throughout each phase of the acquisition cycle (i.e., research and development, testing, production, delivery, integration, launch, operations, and closeout) and for providing security guidance concerning personnel, physical, operational, technical, information, industrial, counterintelligence, and computer security issues to government and contractor personnel.

Level I:

Entry-level security professional who provides assistance to the Government security officers serving the individual Directorates or Offices on tactical and administrative security issues affecting the mission. The Level I PSO shall provide security support to conferences and other program activities as directed by the Government PSO.

Duties:

  • Conduct security in-briefing and debriefing related to security compartmented programs and report the activities to the customer PSD.

  • Coordinate security issues, when appropriate, with internal and external mission partner organizations.

  • Maintain and update program security files and associated databases (i.e., TALON SCT, Facility and Information Security Accreditation Tool (FIAT), Security Log).

  • Organize work so that assignments, projects, and taskings are completed in a timely manner and according to deadlines.

  • Promote innovation and efficiency in areas of security support.

  • Provide ad hoc security support (i.e., security support to large conferences and other program activities as directed by the GPOC).

  • Provide daily support to the customer on the couriering, dispatching and proper handling of classified and unclassified documents IAW referenced executive directives, instructions, and orders.

  • Provide day-to-day security advice and guidance to Government and Contractors concerning computer security issues, counterintelligence, industrial, operational, personnel, physical, and technical information.

  • Provide personnel security support to program sponsored individuals, to include receiving, documenting, and forwarding reportable personal security information as appropriate.

  • Provide security incident response support to include accurate documentation, appropriate notification(s), preliminary investigation, and timely resolution.

  • The Contractor shall provide support to staff elements for foreign disclosure guidance on the proper procedures and requirements for the release of U.S. classified information to foreign mission partners.

  • Respond promptly to customer service needs and requirements for program security support.

  • Support personnel in-processing and out-processing transactions (i.e., Automated Out-Processing and Relocation System (AORS), Account Action Process Requests, Badge Requests, Suite Access Requests, etc.), SCI indoctrinations and debriefings, and security briefings.

  • Support the process for the National Disclosure Policy (NDP) for field and staff elements.

  • Responsible for supporting SCI and SAPs for legacy and evolving programs.

Essential Experience and Skills:

  • Must possess a current TS/SCI w/ Poly clearance

  • Associate Degree and up to 5 years’ experience or High School Diploma and 4-7 years’ experience.

  • General knowledge of security policies and procedures that will allow them to correctly field basic security questions, conduct basic indoctrination briefings, process reportable security information, and facilitate badge and information technology (IT) account requests.

Level II:

Mid-level security professional who provides advice and assistance to the Government security officers serving the individual Directorates or Offices on tactical security issues affecting the mission. PSOs will conduct briefings and indoctrinations to a variety of audiences and must be able to convey information in a clear and articulate manner. Level II PSOs working with satellite program offices will be required to support launch and launch flow activities.

Duties:

  • Administer and provide security classification guidance and perform document and classification reviews, to include FOIA and pre-publication review requests.

  • Assist in the development of security policies and implementation procedures.

  • Assist the Government in the Integrated Security Assessment Program (ISAP).

  • Develop program specific security education material and information.

  • Liaise with the Ds&Os to facilitate analysis and support for program activities.

  • Participate in technical design reviews, working groups, and other groups as needed to support the security mission.

  • Provide analytical support to assist with the coordination, development, maintenance, research, review, and revision of customer policies.

  • Provide daily support to the customer on the marking of classified and unclassified documents in accordance with referenced executive directives, instructions, and orders.

  • Visit industrial facilities (as appropriate), assess the security program effectiveness and SCIF efficacy in protecting information, and document visits and trip reports in FIAT or as directed by the Government security manager.

  • Write, review, and/or evaluate security proposals and plans (i.e., OPSEC Plans, PPPs, Classification Guides, DD254’s, Contract Data Classification Worksheets, etc.) focusing on safety and security of assets, mission, personnel, and resources.

Essential Experience and Skills:

  • Must possess a current TS/SCI w Poly clearance

  • Bachelor’s degree and 3-7 years’ experience or equivalent education and experience

  • Proven working knowledge of classification management, information systems security, personnel security, and physical security for the purpose of providing guidance to customers and industry partners

Level III:

Senior level security professional who provides advice and assistance to the Government security officers serving the individual Directorates or Offices on both strategic and tactical security issues affecting the mission.

Duties:

  • Assist the Government in the development and execution of vulnerability and risk assessments and mitigations.

  • Conduct future studies using cost benefit and utility analysis, exposure analysis, risk analysis, risk management, and vulnerability studies at the direction of the GPOC or COTR.

  • Develop and execute protection strategies for existing programs, developing programs, and/or new concepts.

  • Monitor the implementation of Government security requirements for Government and Industry facilities accreditation and information systems certification and accreditation.

  • Provide effective system-level security support associated with launch and launch planning activities, including ground and launch site support and operations.

  • Support risk, threat, and vulnerability assessments and assist with the development of mitigation plans that reduce or remediate adverse findings.

Essential Experience and Skills:

  • Must possess a current TS/SCI w Poly clearance

  • Master’s degree and +8 years’ experience or equivalent education and experience
