Parsons is seeking a Research Scientist II to provide support to NAMRU-SA and its collaborating institutions in the conduct of the following research areas: expeditionary and trauma medicine, cellular and immune based adjuncts for casualty care, directed energy and bioeffects, systems engineering and evaluation, epidemiology and biostatistics, environmental surveillance and biomaterials, and maxillofacial injury and disease in consonance with the mission of the Combat Casualty Care and Operational Medicine and Craniofacial Health and Restorative Medicine directorates at the NAMRU-SA.

The Research Scientist II Assists research team in Directed Energy bioeffects which consists of laser and radiofrequency wavelengths. This position resides in the Naval Medical Research Unit San Antonio, Directed Energy Bioeffects Department. A highly qualified candidate will have in-depth knowledge of laser optics, radiofrequency wavelengths, and specialized experience in tissue interaction and the safety analysis of systems. The successful candidate will have experience in experimental design, research planning, laboratory operations, scientific modeling of research data, and technical report writing. Position requires program planning, management, and promotion of safety research activities to investigate directed energy bioeffects in continuous wave, pulsed systems, and other advanced directed energy-tissue interaction regimes.

Responsibilities

  • Serves as team leader of a multidisciplinary government and contractor team.

  • Develops technical information, reports, and briefings on research progress, device evaluation, data analysis, and recommendations related to laser systems.

  • Prepares research results for presentation in scientific journals, technical reports, and for briefings at scientific meetings.

  • Develops scientific computer models utilizing laboratory data to predict biological effects of directed energy exposures.

  • Serves as key communication link/technical liaison with other DOD agencies with regard to laser safety bioeffects.

  • Translates DOD mission requirements into science and technology investment strategies and programs.

Education/Experience

  • Doctoral degree in biophysics or related field required.

  • 2+ years of related work experience, including experience as a task leader required.

  • In depth knowledge of lasers and radiofrequency systems including recent advances in technology.

  • U.S. citizens ONLY due to government or federal requirement.

  • Experience with specialized laser safety analysis techniques for high-energy laser systems and their deployment in a military setting.

  • Knowledge of directed energy systems and methods employed to exploit electromagnetic radiation for warfighter applications so as to define problems and design experiments that will determine hazards associated with operational use of electromagnetic systems, including laser systems.

  • Demonstrated ability and skill to prepare all aspects of professionally accepted scientific reports including methods, data interpretation, presentation, and significance of findings in relation to other findings by peers, and present effective oral presentations.

  • Experience in the oversight and management of federal research programs, including the preparation, planning, execution and reporting of each type of research according to DoD requirements.

  • Knowledge of and experience in contractual program management procedures and requirements.

  • Knowledge of National Laser Safety Standards (ANSI Z136) and the committees that create these standards.
