Senior Civil Engineer – Water/Wastewater – Northern California


Parsons seeks a Senior Engineer/Project Manager with a technical background in the water/wastewater field to join our Northern California Team. Position may be based in Sacramento or the SF Bay Area . This position will be responsible for designing or leading projects through planning, design, and possibly construction phases and interfacing with municipal and industrial clients and permitting agencies on water/wastewater conveyance, pump station, and/or treatment plant upgrade and expansion projects while providing task and project management support to senior level managers.

Provides management and execution for water and wastewater-related projects and ensures projects are executed safely, ethically and profitably, on-schedule and within or below budget in accordance with contractual obligations. When acting as Project Manager, is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans or works with project managers to define program goals and devise methods to accomplish them; develops in-depth knowledge of client expectations and objectives, contract terms, and corporate policies.


Lead design efforts on a range of water/wastewater infrastructure projects, including preparation of planning studies, field conditions assessments, preliminary design, final design, and office and field services during construction.

  • Assist project managers on large, complex projects, including task management.

  • Bring creativity in predesign and design for value added solutions

  • Provide engineering services during construction, or perform construction management services

  • Maintain communication and strong relationship with regulatory agencies to support project permitting.

  • Communicate and work directly with clients.

  • Assist project managers in scoping and proposing on potential projects and selling new work.

Minimum Requirements

  • 4-year B.S. degree from an accredited institute in Civil Engineeringor related field

  • 8-10 years plus of experience in water and wastewater engineering

  • Experience with Microstation and/or Autocad

  • Licensed Civil Engineer (PE), and will be required to obtain a California PE if license, if from another state

  • Additional certifications such as LEED, CCM, PMP are preferred. SKILLS/COMPETENCIES Proven ability to perform in design and management capacity, excellent written and oral communications skills, and a thorough knowledge of water industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
