Job Description:
Parsons is looking for an amazingly talented Deputy Program Director - Major Infrastructure Projects for upcoming potential opportunity in Northwest Saudi Arabia. We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. In this role you will provide direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.
In this role, you will deputizes for and on behalf of the Program Director, and/or assumes responsibility for a portfolio of the following projects - providing direction and management for every phase of a large infrastructure program to include:
Water Projects – to include Water Storage Reservoir, Water Transmission Lines, Filling Stations, Desalination Plant, Water Bottling & Treatment Building Roads Projects – to include Road Widening, Construction of Bridges, Tunnels, Culverts and Interchanges, Roads upgrades and safety improvements Special Projects – to include Early Works Projects, Transport System Cableway 5 ton, Powerhouse Shaft Gantry crane and Temporary Lift, Water Pumping System for Geotechnical Investigation, Landfill Gas Plant including Flaring System, Native Plant Nursery, and Residential Camps .
The Deputy Program Director will assure on-schedule completion within or below budget and in accordance with contractual obligations. The Program Director must be capable of managing a project or program valued up to $500 million in total installed cost. The project or program requiring company representation at this level may be of lesser total installed cost if management determines that it requires an unusual technical or managerial approach. Prior experience must include significant project management or construction management assignments at the Principal Project Manager level. Experience should also include operations management of personnel and facilities. Relocation to the job site may be required.
What You'll be Doing
Acts as the Company representative with the client and selected subcontractors during the program execution.
Negotiates changes to the scope of work with the client and key subcontractors. Collaborates with Business Development to market and secure additional work with client.
Responsible for following up on instructions and commitments associated with the project. Participates in negotiations with regulatory agencies and in public meetings in support of clients.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
BS/BA degree in Engineering or related field with 25 years of related work experience, including supervisory and management experience, is required. A professional registration is required.
Experience and demonstrated skill in supervising cost estimates, cost control, and overall project reporting activities for major infrastructure construction programs. Knowledge of engineering, construction, and business management techniques customarily acquired by prolonged course of specialized instruction.
Knowledgeable of current industry and technical development.
