Job Description:
Parsons is currently looking for an incredibly talented Project Controls Director to join our team!
We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. We are looking for suitably qualified and experienced individuals that can add value to the teams that we are developing.
What You'll be Doing
Leads input and recommendations for cost engineering requirements relative to staffing and project control for the full range of cost engineering activities. Prepares detailed manpower work plans for cost engineering activities.
Leads cost engineering and material control related provisions of proposals, and develops supporting data for contract negotiations.
Delivers cost presentations and interfaces with designated management and client counterparts for specific cost engineering tasks.
Responsible for the leadership and supervision of timely and competent performance of cost estimates. Establishes the conceptual scope of estimates and studies. Prepares and analyzes comparisons of scope, quantities and cost data between projects.
Leads and establishes coping requirements for the overall cost estimate by discipline or other specialty and coordinates the timely, systematic and complete acquisition of scope definition and related data.
Oversees the planning, coordination and establishment, level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty and designates reference job(s) for source data and/or reconciliations of quantities. Reviews quantities and their completeness and reasonableness.
Leads pricing structure or criteria to be used by each discipline or specialty which meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence, identification of areas of risk.
What Required Skills You'll Bring:
Bachelor degree in Engineering, with 25 years experience performing, monitoring, reviewing and presenting project cost engineering functions which include cost estimating, cost control, cost analysis and proposal activities with demonstrated skill in establishing criteria, planning and supervising project cost engineering activities.
Experience and demonstrated skill in supervising cost estimates, cost control, and overall project reporting activities for major infrastructure construction programs. Knowledge of engineering, construction, and business management techniques customarily acquired by prolonged course of specialized instruction.
Knowledgeable of current industry and technical development.
