Job Description:

Parsons is currently providing project management services for the construction of two Justice Centers on the Navajo Nation in Arizona and New Mexico. The buildings house detention centers, courts and police administration facilities with related site improvements. The buildings also include food service areas, training and fitness areas, office space, rehabilitation program space, public lobby and visitation areas. Masterplan development of the sites may include future construction of related buildings. Opportunities exist for providing project management services on other projects located within the Navajo Nation.

Must be an enrolled member of the Navajo Nation. Manages office and on-site activities on behalf of the project owner as assigned. This includes oversight and coordination of A&E and CMAR activities in accordance with project/client procedures, scope of work, and contract specifications. Serves as the primary point of contact with the client for all site-related activities. Home office is Tempe, AZ but weekly travel to client's office and job site is expected. Current duration of project is September 2021 - December 2025.


  • Monitors project schedule and budget for all on-site activities, and monitors progress in meeting schedule and budget requirements

  • Develops project documents, processes, and procedures required to support quality control and final project deliverables

  • Establishes objectives and conducts performance appraisals for direct reports

  • Monitors the CMAR project safety plan and ensures that it is communicated to all employees on the job site

  • Actively promotes and supports safety policies and monitors the job site for good safety practices

  • Posts all required legal notices at the job site

  • Reviews contractors site security measures and monitors site access by subcontractors and others

  • Chairs weekly job meetings; prepares and submits summary of project progress and pending issues

  • Submits weekly and monthly reports to client, and responds to client issues and expectations

  • Reviews pricing and assists A&E with negotiating changes to the scope of work by the general contractor and the subcontractors

  • Reviews bid documents and monitors subcontractor bid solicitation activities

  • Documents and recommends changes in scope of project to owner

  • Anticipates problems and works with client, architects/engineers, subcontractors to identify and implement corrective actions

  • Keeps client informed of the day-to-day activities of the project

  • Maintains accurate documentation of job progress through daily logs and other reports

  • Performs other responsibilities associated with this position as may be appropriate

  • Must travel for work onsite in Window Rock and Dilkon AZ, Shiprock NM and other locations within the Navajo Nation


4-year degree in Engineering, Architecture, Construction Management or related technical/business field and at least 8 years of related work experience is required. Incumbent should have a broad general technical and business background.


  • Must have previous experience on Corrections/Judicial/Police projects

  • Must have experience on CMAR projects

  • Experience with construction project values of $15M-$100M

  • Experience on $15M plus Native American projects

  • Experience managing design and construction phases

  • Proven leadership abilities


Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
