Construction Manager - Northern Mines

Parsons has been successful in winning environmental and abandoned mine projects in Northern Canada and is aggressively pursuing additional northern projects. We are looking for staff who have experience managing operations and construction at northern active and abandoned mines. The successful candidates will provide expertise and technical assistance to a team managing ongoing operations and construction at unique northern abandoned mines.

Role Description

  • Directs the lifecycle of planning of all construction activities

  • Leads the strategy development of the work packaging, sequencing, and scheduling plans using best practices and value add exercises

  • Accountable for the EHS programming for Construction activities including review and approval of Contractors submissions and oversight of work activities

  • Assists with the EHS program implementation and enforcement of standards, is a point person for the Emergency Response Plan, conducts Subcontractor review of site inspections and records management

  • Provides support to the HS and Environmental managers, leads by example, and actively participates in the EHS program by presiding over tabletop exercises, training, inspections, employee mentoring

  • Oversees a team of package managers to be responsible for subcontract packages from completion of design review through to subcontract formation to closeout

  • Coordinates with the Procurement Manager to monitor KPIs, scorecards and deliverables to meet schedule, scope and budget requirements of the project.

  • Responsible for integrating the sequence of all work packages to avoid conflicts and delays.

  • Responsible for the completion of the entire construction scope, schedule, budget and quality of work delivered by sub-contractors.

  • The Construction Manager must have a good understanding of the intent and details of the design to ensure construction is in compliance with the approved design.

  • The Construction Manager is responsible for the interpretation and implementation of the technical specifications and must be able to assess site conditions and determine if they are consistent with the design. Where site conditions during construction vary from those identified during site investigations, the Construction Manager must consult with the Design Engineer to identify design modifications, if needed, to meet actual site and material conditions. Procedures must be in place to document new information as it becomes available and as construction progresses (i.e. from field observations, survey, measurement of performance) and subject to a formal MoC process. A risk assessment must be carried out to determine the impact of the changes, including assessment of the impact of the change.

  • The Construction Manager is to ensure that proper supervision is to be continuously present on site during all construction activities.

  • Quality of construction must be maintained using the QA/QC programs. QC must involve the actual testing of materials to confirm the facility is constructed in accordance with the technical specifications provided by the Design Engineer. QA must involve a review of the QC data to ensure testing is representative of the earthwork completed. QA must involve additional testing to verify certain QC results. Results from the QA/QC test work including statistical analysis of the data, log of non- conformances, and any deviations from the design must be included in the construction report.

  • Ensure that technical components of tender documents are clear and will meet the project requirements

  • Synchronize requests for clarification on all issued documents, leading to decision of issuance of pertinent addenda to tender documents

  • Establish assignments for key personnel through various work areas of construction operations, monitoring progress and recommending corrective action as necessary.

  • Big picture forecasting of management for the assignment of manpower, materials, equipment through subcontractors to maximize efficiency, maintain schedules, and to meet budget goals. Identify possible problem areas and take preventative action to ensure critical milestones are cost-effectively met for each phase of the project.

  • Ensure the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost.

  • Management of internal and external communications regarding tender submissions through the Communications Workflow

  • Integrates the constructability reviews agreed outcomes to the work packages design and delivery

  • Accountability for subcontract modifications via Change Management

  • Control the subcontract closeout checklist workflow including confirmation of substantial completion, performance metric reporting, acquisition of deliverables, punch lists, turnover documents, and final release.

  • Maintaining and updating tracking tools with current values for contracts and amendments (projected and actual), and developing data summaries

Qualifications

  • 4-year degree in Engineering, Geosciences or related technical/business field or equivalent related experience

  • 10 years of experience in Project Management delivering heavy civil works projects

  • 5 years of experience in the role as Construction Manager

  • Experience in a similar role at complex projects in very cold climates and remote conditions

  • Experience working in Northern Canada

  • Knowledgeable of industry practices and regulations

  • Knowledgeable of current technologies and how it can be effectively utilized on projects

  • Professional designation (or the ability to obtain one) as a professional geoscientist or engineer is desired

  • PMP is desired
