Parsons is a leader in alternative project delivery, including Public Private Partnerships (P3).In 2010 Parsons Enterprises was established to actively develop, procure and invest in P3’s at the concession or sponsor level with a focus on the North American (United States and Canada) transportation, water and wastewater sectors.
We are seeking a proactive, dedicated and knowledgeable professional to assist in the identification, assessment, development and delivery of key infrastructure assets.Such activities will be in support of Parsons’ core professional services as a design-builder and many will lead to financial equity investments on behalf of Parsons.This position will report to the Executive Vice President of Parsons Enterprises and requires collaboration with Parsons’ design, construction and corporate staff. The successful candidate should have an understanding of all aspects of a P3 bid (e.g. legal, financial, insurance and technical due diligence) and the ability to work collaboratively in a team environment.Job responsibilities include:
Enhance and build upon Parsons’ brand and reputation as an industry leader in alternative delivery of projects and concession based projects
Evaluate and analyze development opportunities which require equity investment and financing, which align with Parsons’ world class professional skills in project delivery.
Perform research on a broad number of topics related to infrastructure project development and project finance
Participate and support working groups during the procurement period, including assisting in the preparation of statements of qualifications and also compliant, competitive bids which aligns with the clients’ goal and objectives for the project.
Solicitation of advisors on behalf of Parsons and its partners, including preparation of requests for proposals and evaluation of submitted proposals.
Maintain a database of project opportunities and library of project information.
Preparation of presentation documents for internal reporting and approvals.
The successful candidate be highly disciplined with the ability to work independently and possess a working knowledge of P3 project delivery and project finance.Ability to travel is required.The successful candidate will interface with designers, contractors, financiers within Parsons, our clients and P3 partners.Accordingly, strong presentation and communications skills are essential.
Demonstrated understanding of the development, procurement and delivery of infrastructure projects under P3 models. Experience with a developer, investor, contractor, public sector entity, or financier is strongly preferred.
Appreciation of all aspects of P3 project delivery, including equity investment, design, construction, operations, maintenance, rehabilitation and finance across sectors and markets.
Ability to assess project opportunities, identify project risks and propose alternative risk mitigation strategies is required.
Financial modeling and management of financial analysis, including assessment of potential financing solutions such as bank debt, capital market/ bonded debt, private placement of debt, state infrastructure banks, federal loan programs (e.g. TIFIA and RRIF), etc.
Experience working in the North American P3 and alternative project delivery markets is preferred.
Demonstrated ability to work collaboratively across all levels of the organization and in complex teaming structures.
2 to 5 years’ experience in the procurement, development, investment and project/infrastructure finance.Experience in the project finance field or an engineering and/or construction firm is beneficial.
Hold a B.S. or B.A. degree in a relevant field, an advanced degree may substitute for 2 years’ work experience.
The candidate must possess strong written and oral communication skills, including excellent presentation skills.In addition, the ability to represent Parsons favorably, to develop and maintain industry relationships is also required. Capability to work in a team environment (internally and with industry partners) to collaboratively develop innovative and competitive solutions for project delivery.Ability to prepare and review financial models and run alternatives/sensitivities is required.Proficiency in Microsoft applications is needed, along with good organizational skills and ability to multi-task.Flexibility to travel frequently is essential.
